SUBJECT: RECOMMENDATION TO APPROVE ALTERNATE PARADE ROUTE FOR
A BAYSIDE DISTRICT/UNIVERSITY OF SOUTHERN CALIFORNIA
PEP RALLY
INTRODUCTION
This report recommends that the City Councll approve a request
for a parade on a route other than the City's authorlzed parade
route (SMMC Bectlon 4.08.580) for a Bayside DistrIct/Unlverslty
of Southern California (USC) Pep Rally to be held on December 27,
1993.
BACKGROUND
The Bayside Dlstrict has InVIted the USC marchIng band and alumnl
association to conduct a pep rally on the Thlrd Street Promenade.
The event wlll be a kIckoff to their appearance in the Freedom
Bowl. Most of the actlvities wlll take place on the Promenade
after the parade. The entire parade wlll last approximately
one-half hour
DISCUSSION
Staff recommends the following alternative route be approved

Pollce Department in the Rand parking lot, proceed north on MaIn
Street to Colorado Avenue, head west on Colorado to Second
Street, proceed north on Second Street to Wllshire Boulevard,
proceed east on Wllshire Boulevard to ThIrd Street, proceed south
on Tr_Ird Street to the Center Plaza on the Third Street
Promenade. The Santa Monlca Police Department wlll prOVIde all
necessary trafflc co~trol.
BUDGET/FINANCIAL IMPACT
The event, lncludlng the cost for Pollce serVlces, estlmated at
$2,475, will be flna~ced from funds available In the Bayslde
District budget.
RECOMMENDATION
Staff recommends that the CIty CounCIl approve the alternate
parade route for the Bayslde DlstrictjuSC Pep Rally to be held on
December 27, 1993.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING THE HOLDING OF A PARADE ON DECEMBER
27, 1993 ON A ROUTE OTHER THAN THE OFFICIAL CITY
PARADE ROUTE
WHEREAS, pursuant to Sectlon 4.08.580 of the Santa
Monlca Mun1clpal Code, the C1ty Councll may authorlze a parade
route as set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That on December 27, 1993, at a tlme
approved by the Santa Monica pollce Department, partlclpants in
the 3ayslde Dlstrlct/Unlverslty of Southern Cal1fornla Pep Rally
are author1zed to conduct a parade along the following route:
The parade will start in the Rand parking lot and
proceed north on Main Street to Colorado Avenue, head
west on Colorado Avenue to Second Street, proceed north
on Second Street to Wllshlre Boulevard, proceed east on
Wllshire Boulevard to Thlrd Street, proceed south on
Thlrd Street to the Center Plaza on the Third Street
Promenade.
SECTION 2. Permlsslon to conduct the parade 18 granted
upon the followlng condltion8:
a. Parade unlts wl11 be brought to the stagIng area,
the Rand parking lot prlor to the start on Monday, December 27,

b. The necessary number of pollce officers, as
recommended by the Santa Monlca PolIce Department, wlll be
provlded for crowd and traffic control along the parade route at
a cost to the Bayside Dlstrlct.
SECTION 3. The Clty Clerk shall certlfy to the
adoptlon of this Resolutlon, and thenceforth and thereafter the
same shall be in full force and effect.
