SR-6-L (49) ~, - (P-L JAN 1 1 1994 RMD/AP:JPM:TAW:mh City Council Meeting 1/11/94 Santa Monica, California To: Mayor and City Council From: City Staff Subject: Recommendation to Authorize City Manager to negotiate and execute a Use Agreement with the Museum of Flying for a Passenger Trolley at Santa Monica Airport Int roduct ion This report requests that the City Council authorize the City Manager to negotiate and execute a use agreement with the Museum of Flying for a passenger trolley at Santa Monica Airport. Background In 1986, the City acquired a used passenger trolley vehicle with Prop A Local Return funds for a shuttle between the beach parking lots and Main Street. This trolley shuttle service preceded the existing hotel shuttle program and operated for only one year. The trolley vehicle proved to be ill-suited for operation on busy city streets and was not conducive to transport passengers up and down the inclines of the beach lots or streets surrounding Main Street. In addition, the trolley was subject to JAN f 1 1994 ~-L records mdlcate a report of battery and shots fIred The SMPD indicated that the club has a dIsproportIOnate number of calls and that the calls frequently requrre the response of more than one patrol car, winch straInS eXIstmg resources Based on the enforcement lnstory at the SIte, the PolIce Department has revaluated the lIcense change request and no longer endorses approval of the applicatIon (Attachment G) Parkmg The SIte contams no parkmg spaces Poor to 1993, there were 29 spaces located at 1507 Lmcoln Boulevard that were used by the Kingston 12 and ZIpangu However, in 1991, an AdmInIstrative Approval was granted for a 1 1/2 story commercIal buildIng on the parkmg lot site and tlus project IS under construction The existmg club use and nonconformmg parkmg is grandparented for thIS SIte BUlldmg permIts venfy restaurant uses at 802-808 Broadway and a beer bar use datmg back to 1964 at 814 Broadway Under current Code requrrements, the parkIng demand would requIre 56 spaces based upon the followmg uses: 14 spaces for restaurant use, 3 spaces for the kItchen, bathroom and storage areas. and 39 spaces for the c1ublbar area The parkIng demand for a club/bar IS 1 space per 50 square feet of area and mcludes portions of a restaurant WIthin a bar establIshment The parkIng demand created with the change 1D use from club to restaurant does not Increase the existIng parking requirements of the site in that the parking demand for a clublbar IS hIgher than a restaurant use The apphcant has mdIcated that Moco began lunch and dinner servIce in March of 1993 Pnor to Moco' s operatIon the club proVIded snack foods, but not a full servIce menu Concerns have been raIsed regardmg the accuracy of the club's off-SIte parking agreements The applIcant submttted two documents to staff m May regarding parking lease agreements WIth Standard Brands. located at 1411 Lmcoln Boulevard, and Bay CItIes Importmg, located at 1517 LIncoln However, neIther document mcluded the mformation staff requested: a SIgned and executed agreement WIth a ffillllIDUID 3 year term Supplemental information submItted m August contamed one executed lease WIth Bay CItIes Importing Staff contacted the operator of Bay CIties Importmg to confInn that the site was used on two everungs, Friday and Saturday. The parkmg agreement WIth Bay CIties ImportIng allows Kmgston 12 to lease 32 spaces for $50 per mght Tills agreement, amended from a one to a three year term, does not specify the days which the lot is leased. ThIS indicates that the lot is not used on a regular basis. The applIcant typIcally uses the lot on FrIday and Saturday evemngs, and can make arrangements to use the space dunng the week A valet servIce operatIng Thursday - Sunday averages forty to fifty cars parked on Fnday and Saturday evemngs at the Bay CitIes lot Patrons and the valet servIce use street parkIng Monday - Thursday. A sIte Inspection on Saturday September 18th, found the Bay Cmes lot chamed and Inaccessible to the valet servIce The Kingston 12 operator stated tins was unusual and the lot was always left open on Fnday and Saturday evemngs Further, at least twenty cars were parked at the Von's market and In a commercial lot on the north SIde of Broadway - 4 - on"""''' . i..: I) 0 J the prospective use of the trolley vehicle will be borne by Museum of Flying, and therefore will have no fiscal impact for the City.
