Introduction This report recommends that city council award a contract for the design and installation (design-build) of a fire protection system for the Santa Monica Pier to Cosco Fire Protection, Inc. , the lowest responsible bidder, in the amount of $260,750.00. Background During the FY 1991-92 budget process, the city council approved funding for the installation of a fire protection system for the Santa Monica Pier. The Pier, excluding the private restaurants and entertainment establishments, only has a fire sprinkler system under the Carousel building. The work required to protect the entire pier will be divided into two phases. The scope of work in this first phase includes the design and installation of the main supply line and the automatic fire sprinkler system in the easterly half of the pier sub-structure. The second phase which includes the remaining half of the pier will be constructed following the completion of the structural upgrading of pier members under the Fun Zone area in the spring of 1995. 1 JAN 1 1 1994 (p"'J" - A Notice Inviting Bids was published on November 13, 14, and 15, 1993, in The Outlook, as well as in four construction journals. Bidding documents were sent to six woman/minority business enterprise associations. Bidding packages were requested by nine (9) contractors. The City Clerk's office received five (5) sealed bids, which were publicly opened and read aloud on December 13, 1993, by the Deputy city Clerk. The bid results were as follows: Coseo Fire protection, Inc. $260,750.00 Garvin Fire Protection System, Inc. $312,538.00 Mr. sprinkler Fire Protection $327,000.00 Southwest Fire Protection Co. $416,500.00 Link-Nilsen Corp. $541,000.00 city Engineer's Estimate $370,000.00 The lowest bidder, Coseo Fire Protection, Inc. , supplied the City with several references and all reported that the contractor's work was satisfactory. The state Contractors License Board verified that the Contractor's License is current, active and in good standing.
