SUBJECT: Recommendation to Award Bid to Furnish and Deliver
One New and Unused Crew Cab Pick-Up Truck, Bid #2479
Introduction
This report concerns award of bid to furnish and deliver one new
and unused crew cab pick-up truck for the operations Division,
Police Department, in the total amount of $20,772.09, including
applicable sales tax.
Background
In response to published Notices Inviting Bids (published
November 23-24, 1993) to furnish and deliver one new and unused
crew cab pick up truck in accordance with city specifications,
bids were received and publ icly opened and read on December 7,
1993. Proposal forms were mailed to sixteen vendors and notices
were advertised in accordance with City Charter and Municipal
Code provisions. Seven proposals were received as follows:

This crew cab pick-up truck will be used to haul bulky items such
as large quantities of animal feed and large animals captured by
the Animal Control Division as well as the Police Department's
mounted patrol horse trailer.
The trailer is capable of hauling up to four horses at one time.
Due to the added weight of the fuel tanks, the carrying capacity
of a CNG powered vehicle would be severely impacted thereby
making the truck inappropriate to use to haul the horses.
Additionally, the horses are boarded in Malibu and receive care
at facilities outside of the city limits such as veterinary
services which are performed in Sun Valley. This extended range
of travel limits the use of CNG because stations are not yet
easily accessible. Therefore, a gasoline powered vehicle is
requested.
This purchase is consistent with the City's reduced emissions
fuel policy which states that vehicles with special purposes will
be evaluated on a case by case basis and will be purchased
accordingly.

Staff has evaluated the low bid and finds that it meets city
specifications.
BUdget/Financial Impact
Fiscal Year 1993-94 appropriation authority for this purchase is
in the Operations Division, Police Department, account numbers
01-300-305-00000-8806-00000 ($20,450.00) and 01-300-305-00000-
6687-00000 ($322.09) .
Recommendation
It is recommended that the award of Bid #2479 be made to
Tuttle-Click Ford in the total amount of $20,772.09, including
applicable tax, as the lowest and best bidder.
