SUBJECT: RESOLUTION AUTHORIZING EXECUTIVE DIRECTOR TO SIGN
SECTION 8 CONTRACT RENEWALS
INTRODUCTION
This report recommends the Housing Authority authorize the
Executive Director of the Housing Authority to execute the Annual
Contributions Contract (ACC) to expedite the renewal of expiring
contracts for section 8 rental assistance.
BACKGROUND
Like many other local Housing Authorities, the Santa Monica Housing
Authority has been monitoring the issue of expiring section 8
contracts. These federal contracts all have scheduled expiration
dates. Santa Monica has three contracts, totalling 275 subsidies,
due to expire in Fiscal Year 93/94. without additional funding to
renew these expiring contracts, needed rental assistance subsidies
would disappear.
The Department of Housing and Urban Development (HUD), is committed
to continuing these contracts. Upon renewal, the new contract
will require the signature of the Executive Director and
authorization by the Authority.

DISCUSSION
The Santa Monica Housing Authority currently administers a total
of 867 certificates and Vouchers. The expiring contracts consist
of 176 certificates and 99 Vouchers. HUD has previously renewed
expiring subsidies in five year contract increments.
The Resolution authorizing the Executive Director to execute the
renewal of ACC's will expedite the process once the contracts are
renewed insuring that HUD funding is received with minimal delay.
BUDGET/FINANCIAL IMPACT
This staff report does not have any budget or financial impact.
RECOMMENDATION
,Staff recommends the Housing Authority adopt the attached
Resolution authorizing the Executive Director to execute the
renewal Annual Contributions Contract once available.

RESOLUTION OF THE SANTA MONICA
HOUSING AUTHORITY AUTHORIZING
THE EXECUTIVE DIRECTOR TO SIGN
SECTION 8 CONTRACT RENEWALS
WHEREAS, the Housing Authority has approved participation in
the Department of Houslng and Urban Development section 8 Existing
Housing certificate and Voucher programs: and
WHEREAS, in order to expedite the processing of annual
contributlons contract amendments necessary to obtain replacement
funding for expiring section 8 certificates and Vouchers, the
Housing Authority desires to grant to the Executive Director the
authority to execute any and all annual contributions contract
amendments and related documents necessary to provide replacement
funds and/or extend the terms of the contract:
NOW, THEREFORE, the Santa Monica Housing Authority resolves
as follows:
Section 1: The Housing Authority hereby authorizes the
Executive Director (or his designee) to execute any and all annual
contributions contract amendments and related documents necessary
to obtain replacement funds and/or extend the terms of expiring
Sect10n 8 Existing Hous1ng certificate and Voucher contracts.
Section 2: The Secretary shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
