SR-6-A (8) , fo-A ~ JAN 2 5 1994 GS:CP:LR:hajaward.ha g:wp52 Santa Monica, California Council Meeting: January 25, 1994 TO: Mayor and City council FROM: City staff SUBJECT: Award of Contract for Renovations to Lincoln Park and Approval of Necessary Budget Adjustments to Implement the city's Per Parcel Discretionary Grant Program Introduction This report recommends that the City Council award a contract for renovations to Lincoln Park to Southwest Engineering, Inc. , the lowest responsible bidder, in the amount of $429,550.00 and approve necessary budget adjustments to implement the Cityls Per Parcel Discretionary Grant Program. This program is financed by the city's share of Per Parcel Discretionary Grants prov ided by the County voter approval of Proposition A, "Safe Neighborhood Parks" Act, in November 1992. Background On November 3, 1992, the people of the County of Los Angeles enacted Proposition A, Safe Neighborhood Parks Act, which provides funds to the County of Los Angeles and all other cities in the County for the purpose of acquiring or developing facilities for public recreation and open space. Two types of funding were approved: a) "Specl.fied Project Grant program", and b) "Fer Parcel Dl.scretionary Grant programll. The Specified Project Grant Program is funding improvements at Palisades Park in the amount of $3,lOO,000 and Ocean Beach Park in the amount of $1,860,000. 1 JAN 2 5 1994 ~-A . , Through the Per Parcel Discretionary Grant Program, staff applied for and received funding for a renovation project at Lincoln Park. This is one of the city's more widely used facilities and it will greatly benefit from the designated improvements. A public workshop was held in February of 1992, and the contributions of those in attendance were incorporated into a final design which was reviewed and approved by both the Recreation and Parks Commission and the city Council. Project improvements inclUde: two basketball courts, a tot lot, lawn volleyball, horseshoes, shuffleboard, and roque court playing areas, landscaping, sidewalk, lighting, and building improvements. Advertising of the project was delayed until staff verified that the County had allocated the funds requested by the City for Lincoln Park as specified in the Per Parcel Discretionary Grant Program. Pursuant to the grant requirements, neighborhood youth are to be involved in the renovation project activities. staff has developed a plan modeled after the Youth at Risk Program administered by the Department of General Services. The youth will participate in most of the demolition of the existing park site and will construct the curb ramps required at street intersections adjacent to the site. To solicit bids for the remainder of the construction project, a Notice Inviting Bids was published on October 14 and 15, 1993 in 2 . . The Outlook, as well as in several construction journals. Bidding documents were sent to six women/minority business enterprise (WMBE) associations. Bidding packages were requested by forty- three contractors. The Clty received fourteen bids, which were publicly opened and read aloud on December 13, 1993, by the City Clerk. The bids received, including additive alternates A (park entry arch), C (security fence enclosure behind Joslyn Hall in lieu of Additive Alternate B) , E (trash receptacles) , G (terra cotta pavers in lieu of concrete sidewalk) , and H (removal and replacement of existing gutters and downspouts) , are listed below. Alternates D (curb cuts) and F (demolition) were omitted per Addendum No. 2 prior to bid opening. The work included in these two Alternates would be performed by youth in the Youth At Risk Program. The lowest responsive bidder, Southwest Engineering, Inc., supplied the City with four references. All references reported that the contractor's work was satisfactory. The state Contractors' License Board verified that the contractor's license is "B" (general building) and is in good standing. The total combined cost of the project including construction and the above items is $553,203. 4 ~ . The following budget adjustments are necessary to implement this project and to reflect the full amount of Per Parcel Discretionary Grant funds available to the City: 1) increase appropriation at 20-740-511-20093-8900-99261 by $49,430; 2) increase revenue estimate at 20-400-511-00000-0500-10000 by $29,930. Reco:mmendation It is recommended that the city council: 1. Award a contract for the Renovation of Lincoln Park to Southwest Engineering, Inc. in the amount of $429,550.00. 2. Approve the expenditure and revenue budget adjustments indicated above. 3. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instruction on change orders.
