SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Two (2) Three-Wheel Electric Parking Enforcement
Scooters, Bid #2428.
Introduction
This report concerns award of bid to furnish and deliver two
(2) three-wheel electric parking enforcement scooters for the
Operations Division, Police Department, at specified unit prices
plus applicable sales tax.
Background
In response to published Notices Inviting Bids (published July 20
and 21, 1991) to furnish and deliver three (3) three-wheel
electric parking enforcement scooters in accordance with city
specifications, bids were received and publicly opened and read
on July 30, 1992. Proposal forms were mailed to four vendors and
notices were advertised in accordance with City Charter and
Municipal Code provisions.

The low bid submitted by Solar Electric Engineering for a re-
conditioned vehicle is non-responsive. The bid proposal does not
speclfy the make, model or manufactured date as required in the
request for proposal. This information is crucial to determine
availability of parts, and evaluate whether the reconditioned
vehlcle meets the specifications. Additionally, reference checks
indicate that another purchaser of a similar vehicle had to
redirect the vehicle away from the parking enforcement function
because the vehicle was not performing up to the standards
specified in the bid.
staff has evaluated the bid submitted by Pacific Equipment &
Irrigation and finds that it IDeets city specifications. The new
electrlc parking enforcement scooters will be replacing gasoline-
powered parking enforcement scooters that are over seven years
old.

BUdget/Financial Impact
Flscal Year 1992/93 appropriation authority of $40,187.00 for
this purchase is in the Operations Division, Police Department,
account number 01-800-305-00000-8806-00000. To stay within
fiscal limitations only two vehlcles will be purchased.

Recommendation
Staff recommends Council reject the bid submitted by Solar
Electrlc Engineering which was non-respons2ve and award Bid #2428
to Paclfic Equipment & Irrigation at specified unit prices plus
applicable sales tax.
