SUBJECT: Recommendation to Adopt a Resolution Authorizing the
City Manager to Submit and Execute a Household
Hazardous Waste Grant Application to the
california Integrated Waste Management Board
Introduction
This report recommends that city Council adopt a resolution to
authorize the City Manager to submit and execute a household hazardous
waste grant application to the California Integrated Waste Management
Board (CIWMB) .
Background
The city currently operates a permanent household hazardous waste
collection facility, which is primarily funded by the Solid Waste
Management Fund.
In 1987, Assembly Bill AB 2448 established the California State Solid
Waste Disposal site Cleanup and Maintenance Account to provide grants
to local governments to implement household hazardous waste collection
programs. As sole sponsor of the collection program in Santa Monica,
the city has received grant money for the past two years and continues
to be eligible for funding from the grant program.
Discussion
For 1992, the callfornia Integrated Waste Management Board has revised
the grant application to require the submisslon of a resolution from
each applicant's governing body authorizing the submittal of the grant
applicatlon and ldentifying the individual authorized to execute all

necessary applications, contracts, agreements and amendments to carry
out the purposes specified in the application. The attached
resolution will satisfy this requirement.
Financial/Budget Impact
The grant amount to Santa Monica is determined by the number of grant
applications submitted to the CIWMB and the population of santa
Monica. Staff anticipates the grant amount for FY 92/93 will be
similar to the FY 91/92 grant of $12,733.
Upon approval of this grant, appropriation authority at account number
20-700-695-00000-4413-00000 should be increased by the amount of the
grant award, and revenue account number 20-110-462-00000-0487-10000
should be increased and inter fund transfer account number
31-700-695-00000-4413-00000 should be decreased by the same amounts.
These budget changes will enable the funds received to be transferred
to the Solid Waste Management Fund to offset already incurred expenses
for operation of the collection facility.
Recommendatlon
Staff requests that City Council adopt the attached resolution
authorizing the City Manager to submit and execute an application for
the Household Hazardous Waste Grant Program to the California
Integrated Waste Management Board.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING THE CITY
MANAGER TO SUBMIT AND EXECUTE A HOUSEHOLD HAZARDOUS
WASTE GRANT PROGRAM APPLICATION TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the City of Santa Monica recognizes that it is ln
the public interest to enact and implement an integrated waste
management plan to address the state's diminlshing landfill space
and the potentlal adverse environmental impacts from landfillingj
and
WHEREAS, funds have been established by Assembly Bill 2448
(Eastin, 1987) , and are avallable from the Solid Waste Disposal
Slte Cleanup and Malntenance Account in the General Fund through
the Californ1a Integrated Waste Management Board for grants to
local governments to establish and implement waste diversion and
separation programs to prevent disposal of hazardous waste,
including household hazardous waste in solid waste landfills,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
1- The city Council of the city of Santa Monica authorizes
the submlttal of an appllcation to the California Integrated
Waste Management Board for a Household Hazardous Waste grant.
The City Manager of the Clty of Santa Monica lS hereby authorized
and empowered to execute in the name of the City of Santa Monica

amendments hereto for the purposes of securing grant funds and to
lmplement and carry out the purposes specified in this
applicat~on.
2. The city Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
