Ordinance Adding section 3238y to the Santa
Monlca Municlpal Code To Establish Preferential
Parking Zone Y
At lts meeting on July 28, 1992, the city council
introduced for flrst reading an ordinance establishing a
preferential parking zone on 19th Street between Santa Monica
Boulevard and Broadway.
The ordinance is now prepared to the
city Council for adoption.
RECOMlvIENDATION
It is respectfully recommended that the accompanying
ordinance be adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADDING SECTION 3238Y
TO THE SANTA MONICA MUNICIPAL CODE TO
ESTABLISH PREFERENTIAL PARKING ZONE Y
~'JHEREAS, the Parking and Traff1c Eng1neer has received a
petition requestlng establ1shment of a preferent1al parking zone
on 19th Street between Santa Ilonlca Boulevard and Broadway; and
WHEREAS, the petition has been verlfied to be signed by
residents liv1ng in two-thirds of the dwelllng unlts comprislng
not less than f1fty percent (SO%) of the developed frontage of
the proposed preferential parking zone; and
WHEREAS, the Park1ng and Traffic Engineer has undertaken
such studies and surveys deemed necessary to deterrnlne whether a
preferential parking zone should be designated ln the area; and
WHEREAS, the city Council 15 satisfled that the proposed
area meets the deslgnation criterla set forth in Munlcipal Code
Section 3232A,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES ORDAIN AS FOLLOwS:
SECTION 1.
section 323 8y is added to the Santa Monica
Municipal Code to read as follows:

Sectlon 3238y. Preferential Parklng
Zone Y.
(a) The followlng named and
described street wlthln the Clty shall
constitute Preferentlal Parking Zone Y:
19th street between Santa Monlca Boulevard
and Broadway.
(b) No vehicle shall be parked or
stopped adjacent to any curb ln
Preferential Parking Zone Y between the
hours of 9:00 a.m. and 9:00 p.m. on Monday
through Saturday \-llthout a permit lssued
and displayed ln accordance wlth thlS
Chapter.
(c) Any vehicle parked or stopped
t-Jithout a perrllt \oJhen required by thls
Section nay be removed from the street by
any pollee officer.
(d) The annual fee for each permlt
lssued for Preferential Parklng Zone Y
shall be $15.00 per permltr or such other
fee as nay be establlshed from tlme to
time by resolutlon of the Clty Council.
SECTION 2. Any provlslon of the Santa l10nlca Munlcipal
Code or appendices thereto lnconsistent \.nth the provisions of
this Ordinance, to the extent of such inconslstencies and no

further, are hereby repealed or modified to that extent necessary
to affect the provlslons of this Ordinance.
SECTION 3.
If any seetlon, subsectlon, sentence, clause,
or phrase of th~s Ordinance lS for any reason held to be ~nvalid
or unconstitutional by a decislon of any court of any competent
jurisdictlon, such decislon shall not affect the validity of the
remaining portions of thlS Ordlnance.
The city Council hereby
declares that it would have passed thls Ordlnanee, and each and
every section, subsection, sentence, clause, or phrase not
declared invalid or unconstltutlonal without regard to whether
any portion of the Ordinance would be subsequently declared
invalid or unconstitutlonal.
SECTION 4.
The Mayor shall slgn and the City Clerk shall
attest to the passage of thlS Ordlnance.
The Cl ty Clerk shall
cause the same to be publlshed once in the off lClal newspaper
within 15 days after lts adoption.
ThlS Ordlnance shall become
effective after 30 days fron lts adoption.
