SUBJECT: Recommendation to Award Bid for the Sale of one (1)
30-Cubic Yard Automated Refuse Body, Bid #2431.
Introduction
This report concerns award of bid for the sale of one ( 1)
30-cublC yard refuse body for the Solid Waste Division, General
services Department, in the total amount of 24,000.00.
Background
In response to published Notices Invitlng Bids (published April
22 and 23, 1991) for the sale of one ( 1) 30-cubic yard refuse
body in accordance with Clty specifications, bids were received
and publicly opened and read on August 13, 1992. Proposal forms
were malled to twenty vendors and notices were advertised in
accordance with city Charter and Municipal Code provisions. One
proposal was received as follows:
City of Pasadena $24,000.00
This refuse packer body lS being sold because it is a t1fully
automated II vehicle and not appropriate for the more efficient
IIseml-automatedll program now used in the city. The
r1seml-automatedll program allows trash trucks to plck up the blue

semi-automated trash containers as well as serve mUlti-family
resldential and commercial customers who use trash bins. The
"semi-automatedll program was developed following detailed
analysls by staff concerning the City1s trash collectlon policy.
It was determined that the city of Santa Monica would best be
served by semi-automated plck up because of the difficulty
presented by alley pick up service in Santa Monica which would
require truck operators, in "fully-automated" trucks, to
physically positlon the containers for hoisting about 65% of the
time. It was determined that the II semi-automated" trucks allow
for pick up of either cans or bins and would thus maximize
routlng efficiency.
Staff has evaluated the bid and flnds that it is acceptable. The
ci ty of Pasadena will remove the eXlsting body on the truck and
return the chaSS1S to the city. The Solid Waste Division will be
purchasing one (1) 20 cubic yard rear loader body to be installed
on the chassis upon return from the City of Pasadena. This
vehlcle will be used as a refuse truck.
Recommendation
It is recommended that the award of Bid #2431 for the sale of one
(1) 30-CUD1C yard refuse body be made to the Clty of Pasadena ln
the total amount of $24,000.00.
