GS:SES:LR:pam.CC1316/word.engine Santa Monica, California Council Meeting: September 29, 1992 TO: Mayor and City Council FROM: City staff SUBJECT: Award of Contract for Interim Improvements at Virginia Avenue Park Introduction This report recommends that city Council award a contract for interim improvements at Virginia Avenue Park to Thomsen Landscape, the lowest responsible bidder, in the amount of $98,241. 00. Background Virginia Avenue Park is located west of Cloverfield Boulevard between Pico Boulevard and Virginia Avenue. Over time, three parcels adjacent to the park were acquired by the city. A public process to consider interim recreational uses for two of those properties, the Deak and Cook acquisitions, was conducted by the Virginia Avenue Park Advisory Board. The proposed improvements resulting from that process are compatible with existing park amenities, will not impede the planning underway for the Shurgin property at the corner of Pico and Cloverfield, and will place these two unimproved parcels into constructive recreational use on an interim basis while the long-term planning process for the three parcels takes place. The improvements to be implemented in this project include the following: landscape and irrigation of the new park parcels, new 6 -- 1-1 - 1 - StP 2:; J992 .- . basketball and volleyball court, additional park lighting, and additional playground equipment. The Recreation and Parks commission has approved the project in concept, and the Architectural Review Board approved the design in a courtesy review at their meeting on July 6, 1992. In addition, the Pico/Cloverfield Task Force (the group charged with developing the public input process for the long-term planning effort) concurs with the plan to proceed with interim improvements that will allow neighborhood use of the two smaller parcels as quickly as possible. A Notice Inviting Bids was published on June 8 and 9, 1992 in The Outlook, as well as several construction journals. Bidding documents were sent to eight Women/Minority Business Enterprises (WMBE) associations. Bidding packages were requested by nine contractors. The City received four bids, which were publicly opened and read aloud on July 20, 2992, by the Deputy City Clerk. All references reported tha t the contractor's work was satisfactory. Substitute the following: "...the construction of any substantial portion of which was commenced more than fifty years before the date on which all filIng materials are submitted to the Clty..." 2 . Change to read, "...the city shall transmit a copy of such filing materials to each member of the Landmarks Commission, shall make a copy of such f~ling materials avaIlable for public reference, and shall post at City Hall a list of the street addresses for which such materials are currently on file. " 3. Change (d)(2), ( 3) , (4) and (5 ) to read: ".. .within sixty (50) days from transmittal to the Landmarks Commission members of copies of all filing materials for a demolition permit... " 4. Add to (d)(2): "...provided, however, that nothing herein shall limit the right of the Landmarks CommissIon, or of any person, to file an application for the designation of a structure of merit, a landmark, or a historic district after the sixty-day period has elapsed, sUbject only to such vested rights as may have been acquired subsequent to the expiration of such sixty-day period." 40
