Introduction This report requests the City Council to authorize the City Manager to negotiate and execute a lease with the Federal Aviation Administration for the placement of Runway End Identifier Lights which will improve aviation safety and reduce noise at the airport. Background Runway End Identifier Lights (REIL) are utilized by pilots to determine where the end of the runway is located during periods of low visibility and ceilings. The lights are directed at aircraft aligned on the final approach to the runway The REIL I S provide the pilot with an additional landing aid when flying at night and during marginal weather conditions to identify the end of the runway. Identification of the end of the runway allows the pilot to make a high approach into the airport reducing noise in the community. The REIL's utilize underground utilities and emit no no~se, vibration, fumes or other pollutants. The lights are shielded to ensure compatibility with the neighborhoods located adjacent to the airport. 6-0 SEP -.;: 1!ln') (.) lJJ4 The lease term expires in 2002, well before the expiration of the Airport Agreement with the FAA in 2015. The lease has been reviewed and approved to form by the City Attorney. Budgetary/Financial Impact The lease with the FAA is not for any monetary consideration which is the standard for FAA installed facilities on airports. The FAA is providing full funding to install the REIL and is responsible for all maintenance of the facility. Recommendation Authorize City Manager to negotiate and execute a lease with the Federal Aviation Administration for the installation of Runway End Identifier Lights. Prepared by: Jeffrey P.
