SUBJECT: Award of Contract for the Fy 1991-92 street Resurfacing
Program and Miscellaneous Paving Work
Introduction
This report recommends that city Council award a contract for the FY
1991-92 street Resurfacing Program and related work to Sully-Miller
Contracting Company, the lowest responsible bidder, in the amount of
$1,042,977.70.
Background
Each Fiscal Year, the City Council authorizes a City-wide street
Resurfaclng program which includes street resurfacing, slurry sealing,
curb, gutter and sidewalk construction. In addition, the General
Services Department includes all other asphalt and concrete work to be
done in parks and other buildings and grounds. The Director of
General services, the City Engineer, the Maintenance Manager and the
street Maintenance Superintendent inspected and evaluated the streets
that ranked high on the IIpavement Management System Report" as streets
in need of repairs. They evaluated the streets (including sidewalks)
and prioritized the improvements to be done within budgeted funds.
The criteria used to determine which streets are to be resurfaced and
the method of repair include age, surface and subsurface conditions,
complaints received, type of use (i.e. , commercial, industrial or

residential), current traffic volume, and projected change of use or
volume.
The strategy used by the City for the past 15 years and presently used
1S to recycle the old pavement on badly damaged streets by heating and
scarifYl.ng the top 1", adding oil to rejuvenate it and adding 3/4" of
new asphalt, for resurfacing purposes. On streets of more limited
traffic and/or where the pavement is not as badly damaged, the
strategy has been to use an asphalt slurry coating of approximately
1/8" thickness. This seals the cracks to prevent storm water
intrusion and smooths surface irregularities.
In addition to the street resurfacing program, this contract includes
several other Capital Improvement Projects ( elP) that necessitate
resurfacing or other related work. By combining all of these proposed
activities into a single contract, the bids received are less than if
the projects were bid separately. These projects include resurfacing
and drainage improvements of the parking lot at the Arcadia Water
Treatment Plant; resurfacing the parking lot, making the lot handicap
accessible, improving drainage and installing two parking lot lights
at the Civic Auditorium; construction of a new parking lot for the
Main Library; construction of five cul-de-sacs (as identified in the
proposed Neighborhood Traffic Control Program) ; drainage improvements
at the City Yards; construction of a left turn lane at Clover Park;
striping a taxiway and constructing the Briles Hangar's driveway at
the Santa Monica Municipal Airport. These are detailed 1n the

CUL-DE-SAC CONSTRUCTION - including construction of curb and gutter,
sidewalks and landscaping to replace the existing barricades. These
cul-de-sac improvements are consistent with and are components of the
Citys' proposed Neighborhood Traffic Control Program. These cuI de
sacs will prevent the intrusion of "by pass" traffic into these
residential neighborhoods.

street Resurfacinq Assessments
An Assessment District has been formed to assess commercial and
industrial property owners for street resurfacing and gutter
construction, and assess all affected property owners for sidewalk,
parkway pavement, driveway and curb repair. Assessments are $11.50 L.
F. for gutter Construction, and $9.00 L.P. for street resurfacing,
$6.00 S.F. for sidewalks, $7.50 S.F. for driveways, $10.50 L.F. for
curbs repair and $3.00 S.F. for parkway paving removal.
This is a cash assessment (no bonds will be issued). unpaid
assessments are to be placed on the property owners 1993-94 property
tax roll. Assessments are expected to generate approximately $60,000
in revenue.
Damaged sldewalks, curbs, gutters, drlveways and parkway pavements are
replaced on the streets being resurfaced, so the result is a complete
repair program. Portions of the cost are assessed to affected
property owners in accordance with city policy.
Bid Package
The Notice Inviting Bids was published on April 14 and 15, 1992, in
The Outlook. Plans and specifications were subsequently issued to
five construction journals, and were sent to seven WMBE associations.
Plans and specifications were also issued to 21 contractors. On May

18, 1992, six bids were publicly opened and read aloud by the Deputy
city Clerk.

License Board.
