SR-HA-1 (2) I 1-1 A- J AUG 11 199L RM:HD:JT:tb Housing Authority Meeting: 8/11/92 Santa Monica, California TO: Housing Authority FROM: city staff SUBJECT: Resolution Approving the Submission of an Application for 80 Housing Assistance Vouchers INTRODUCTION The U.S. Department of Housing and Urban Development (HUD) thru a Notice of Funding Availability (NOFA) appearing in the July 29, 1992 Federal Register has informed housing authorities of the availability of new Vouchers for the section 8 Program. This report transmits for adoption a resolution authorizing the submission of an application for 80 Vouchers. BACKGROUND The Santa Monica Housing Authority administers two types of federal rental assistance programs: (1) the section 8 Housing certificate Program and (2) the section 8 Housing Voucher Program. Both programs provide assistance to participating households. As families move, the assistance moves with them rather than being dedicated to the units. Both are based on the tenant paying 30% of their adjusted income as their portion of the rent. The Santa Monica Housing Authority currently has an allocation of 200 Vouchers and 617 Certificates, of which 25 are designated for FSS. H-A -I IWr' i ,Uu 1 ?(1.'2 -L -Ie I.]:j - (d) New Development. For purposes of this Chapter, new development shall be defined as an lncrease of flfty percent (50%) or greater in the Slze of a slngle fanily home, addltlon of one or more dwelllng unlts ln a multl-farnlly structure, or improvements to a non-residen~lal property which are valued at flfty percent (50%) or nore of the value of the eXlstlng inprovements on the slte. (e) Projected Runoff. A numerical projection based on the followlng formula: Precipitation multiplied by Parcel Size multiplied by Imperviousness Factor Preclpitation shall be presumed ln all cases to be one lnch of rainfall falllng within a 24 hour period. Parcel Slze shall be the total square footage of the lot being developed. A runoff factor represents the amount of average stormvlater dralnage from the average of all parcels zoned for a particular land use. This numerlcal proJection shall be used as a startlng pOlnt ln l'leaSurlng campllance wlth the 20% urban runoff reductlon requlred by this Chapter. FISCAL/BUDGETARY IMPACT Funding to Santa Monica Housing Authority section 8 Program Voucher holders are budgeted at account number 12-700-699-00000-7734-00000. The adopted budget for FY 1992-93 anticipates an 80 unit increase. Further, at any time, approximately 98% of currently allocated units are leased. Due to budget factors and given the lead time necessary to secure federal approval and to implement leasing of the additional units staff believes that there is sufficient existing authority to accommodate the requested 80 units. RECOMMENDATION It is recommended that the Housing Authority adopt the attached resolution authorizing the submission of the application for 80 additional Vouchers. RESOLUTION NO. 54 (HAS) (HOUSING AUTHORITY SERIES) A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA MONICA APPROVING THE SUBMISSION OF AN APPLICATION FOR 80 HOUSING ASSISTANCE VOUCHERS AUTHORIZING THE EXECUTIVE DIRECTOR TO SIGN SAID APPLICATION AND TO EXECUTE THE ANNUAL CONTRIBUTION CONTRACT IF THE APPLICATION IS APPROVED WHEREAS, the Department of Housing and Urban Development is currently accepting applications from Public Housing Agencies for Section 8 Existing Housing Vouchers, and WHEREAS # the City of Santa Monica Housing Authority proposes to apply for a total of 80 additional Section 8 EX1sting Housing VOUchers which is justified by the application wa1ting list and is consistent with Housing Assistance Plans for our area of operation, NOW THEREFORE, THE HOUSING AUTHORITY OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS: SECTION 1. The Housing Authority approves the submission of an application for 80 additional Section 8 Existing Housing Vouchers. SECTION 2. The Executive Director is authorized to submit an application on behalf of the City of Santa Monica Housing Authority and to execute the Annual contribution Contract if the application is approved.
