SUBJECT: Recommendation to Authorize City Manager to Negotiate
and Execute a Contract with Lindmark Engineering, Inc.
to Install an Underground storage Tank at city Hall
INTRODUCTION:
This report recommends that city council authorize the City
Manager to negotiate and execute a contract with Lindmark
Engineering, Inc. in the amount of $29,340 to install an
underground storage tank at City Hall.
BACKGROUND:
The Santa Monica Police Department maintains a standby electrical
generator, located on the northwest side of City Hall to provide
emergency power in the event of a loss of electricity to the
police communications facility. The diesel generator is fueled
from a 550 gallon underground storage tank adjacent to the
generator. In January, weekly monitoring by staff revealed that
the tank had failed. In order to minimize the potential for
subsurface contamination, the old tank was removed prior to
finalization of the specifications for a new tank system.
Currently, the generator is being served by a temporary fuel
storage system. It is now necessary, therefore, to install the
new permanent fueling system.
DISCUSSION:
Staff has solicited bids to install the tank from three qualified

contractors. Due to the specific logistical constraints at the
site, such as sloping topography and proximity to the freeway,
only one contractor, Lindmark Engineering, Inc. chose to submit a
bid.
Lindmark Engineering, Inc. has provided consistently high quality
and responsive environmental services to the city at costs
competitive with or below industry standards. Staff believes the
consistent performance of Lindmark Engineering, Inc. in
conjunction with the need for expeditious tank replacement
combine to recommend the approval of this contract as a prudent
course of action.
FINANCIAL/BUDGET IMPACT:
Funds in the amount of $29,340 for the proposed contract are
available in eIP account 01-710-401-20092-8900-99020.
RECOMMENDATION:
Staff request that City Council authorize the city Manager to
negotiate and execute a contract with Lindmark Engineering, Inc.
in the amount of $29,340 to install an underground storage tank
at City Hall.
