SR-6-N (35) EPWM.CP.AA RS SL [s \sp1680\cc1680r.wpd] Council Meeting November 24, 1998 ~N fJOV 2 It 1h~~ Santa Monica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Authorize the City Manager to Reject Bid Received for Repair of Earthquake-Damaged Sanitary Sewer Mains In Colorado Avenue, Stewart and 26th Streets, PIca Boulevard from Centlnela Avenue to MaIn Street, and to Rebid the Repair Project Introduction This report recommends that the City Council authorize the City Manager to reject the one bid received for the repair of earthquake-damaged sanitary sewer mains In Colorado Avenue, Stewart and 26th Streets, PIca Boulevard from Centlnela Avenue to Main Street and authorize the City Manager to rebid the repair project Backaround The City of Santa MOnica's sanitary sewer system sustained damage dUring the 1994 Northndge Earthquake ImmedIately after the dIsaster, the staff conducted a CitYWIde Inspection program of the sewer system to Identify the locations that were damaged and requested that the Federal Emergency Management Agency (FEMA) and the State's Office of Emergency Services (OES) approve funds for the repair work FEMAlOES has approved $68 million for the repair of the earthquake-damaged sewer system throughout the City of Santa MOnica ThIS project WIll repaIr earthquake-damaged sewer mams at nine separate locatIons The damage was documented by FEMAlOES and City Staff dunng the preparation of Damage 1 ~N UOV 2 It 1~".~ Survey Reports (DSRs) DSRs Identify the scope of repair work, the approximate cost of repair, construction management and inspection costs, contingencies and City staff time In order to minimIZe the Impact of thiS construction project on the public, the repair of the sewer mains will be done uSing trenchless methods, where possible In addition to the earthquake repaIr work, City staff has Identified necessary non- earthquake related sewer upgrades to be done as part of thiS construction project ThiS additional work IS tYPically part of the City's annual sewer maintenance program funded by the City's Wastewater Fund ThIS work Includes IImng utility accesses, replacing eXisting obsolete access hole frames and covers, Increasing the size of sewer mainS, and installing additional utility accesses for maintenance purposes throughout the project area OIScusslon A Notice InViting Bids was published on September 29 and September 30, 1998 In The Los Angeles Times as well as In four construction journals, one electronic plan room, and one Internet advertiSing consultant In addition, bid documents were sent to eight women/minority-owned bUSiness enterprise associations (WMBE) Bid packages were requested by twenty-mne contractors The City Clerk's offIce received one sealed bId, which was publicly opened and read aloud on November 2, 1998 by the Deputy City Clerk Results were as follows 1 John T Malloy, Inc City Engineer's Estimate $7,999,63925 $6,500,000 2 The bidder had prepared the proposal based upon replacing eXisting pipe uSing open cut excavation City staff based their estimate on pipe replacement by uSing trenchless methods Staff contacted all firms that received bid documents and the majority stated that busy schedules prevented them from submitting bIds by the deadline They did say, however, that If this project were rebid they would submIt a bid City staff finds It prudent to re-advertlse the proJect, rather than awarding a contract to the only bidder, partIcularly since this bId was substantially higher than the City Engineer's estimate BudgetlFlnanclallmpact There are no budget or financial Impacts associated with the recommendations made In this report since staff will return to City CounCil With the recommendation to award a contract after rebidding Recommendation Staff recommends that the City CounCil 1 AuthOrize the City Manager to reject the bid received for repair of earthquake damaged sanitary sewer mains In Colorado Avenue, Stewart and 26th Streets, PlCO Boulevard from Centlnela Avenue to Main Street, and 2 Authonze the City Engineer to re-advertlse and rebid the project.
