INTRODUCTION
This report provides Information on the Los Angeles County Department of Public Works
Santa MOnica Bay Competitive Grant Program under Proposition A (the Safe Neighborhood
and Parks Act) and recommends that the City Council adopt a resolutron authorizing the
application of funds for two projects (1) Installation of continuous deflection separation
Units to remove contaminants In stormwater runoff, and (2) funds for stormwater
enhancement at City Parks
Backqround
On November 5, 1996, Los Angeles County voters approved Proposition A. the Safe
Neighborhood and Parks Act The Act allocated grant funds for capital projects to be
awarded for the purpose of restonng and Improvmg the Santa MOnica Bay by reducmg the
tOXICIty and/or pollutant load In runoff to the Bay Grant money IS available for capital
projects which will directly lead to a measurable reduction of runoff pollutants

In 1992, voters approved a sImilar proposItIon, the Safe NeIghborhood and Parks Act of
1992, for a total of $8 mIllIOn for Santa MonIca Bay The City received three pnor awards
totaling nearly $1 5 million for the Dry Weather Runoff Reclamation FacIlity and other storm
water capital projects After two rounds of grant cycles for the 1992 and 1996 measures
there IS stili In excess of $2 7 million for capital projects available
DISCUSSION
The City proposed to submit two separate applications for Prop A funding for the following
purposes
STORM WATER TRASH REMOVAL UNITS ($75,000) - Currently, the City Yards
generates significant pollutant loads because of the Intense actIvIties undertaken there
The units are a proven technology to remove pollutants such as trash, debns and to a
lesser extent, suspended solids The Units are cleaned by the City's wastewater crews on
a penodlc baSIS In the same manner that the City cleans Its catch baSins Installation of
these units would not Interfere With any future planned Improvements to the City Yards The
umts are one of a kind and marketed under the trade name of Continuous Deflection
Separatlon (CDS) units If the grant IS awarded to the CIty, the CDS Units would need to
be purchased as a sole source contract
FUNDS FOR STORMWATER ENHANCEMENT AT CITY PARKS ($300,000) - As a part
of the CIP budget, the City has earmarked significant funds for park and open space

acquIsition and enhancement As a part of that program, there IS a umque opportumty to
create enhancements at the new parks to mitigate the Impacts of stormwater to Santa
MOnica Bay For example, parks have vast permeable areas that are Ideal for detention and
percolation of stormwater runoff These measures will Include, but are not limited to,
grading to encourage detention, piping, and overflow structures to eliminate flooding
An AuthOriZing Resolution from the City CounCil demonstrating that the CounCil has
conSidered the proposed proJect(s) and has authOrized the filing of the applications IS a
requirement of thiS grant applicatIon Adoption of the attached resolution satisfies thiS
requirement
BUDGET/FINANCIAL IMPACT
The total amount of 1996 Prop A funds requested IS $375,000 ThiS amount Includes
$75,000 for the CDS units, as well as $300.000 for the City Parks stormwater
enhancements The grants, If approved, require a 15% match, which can be met through
the proVISion of in-kind services such as project management and administration It IS
antiCipated that these services can be proVided With currently budgeted resources Staff will
return to CounCil to accept any grant awards Any necessary budget changes will be
proposed at the tIme of grant award
RECOMMENDATION
Staff recommends that that the City CounCil adopt resolutions authOriZing the application

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS
ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS SANTA MONICA
BAY COMPETITIVE GRANT PROGRAM FOR CONTINUOUS DEFLECTION
SEPARATION UNITS AND FUNDS FOR STORMWATER ENHANCEMENT
AT CITY PARKS
WHEREAS, the people of the County of Los Angeles on November 5, 1996, enacted
Los Angeles County Proposition A. Safe Neighborhood Parks Act of 1996 ("Proposition"),
which. among other uses. provides funds to public agencies In the County for the
restoration and Improvement of the Santa Monica Bay ("Bay") by measurably reducmg the
tOXICity of and/or pollutant load In urban runoff to the Bay. and,
WHEREAS. stormwater runoff conveyed through storm drains and catch baSinS
flows directly to the ocean and contain significant amounts of pollutants Including litter.
debns. heavy metals. oils and grease, that contaminate the Bay, and,
WHEREAS, the Proposition has authorized the Los Angeles County Department of
Public Works ("Department") to administer said funds, and,
WHEREAS. the Department has set forth the necessary procedures governing
applications for grant funds under the Proposition, and,

WHEREAS. Sections 3 a 4 and 9 of the PrOposition allocate funds for capital outlay
projects for the purpose of restoring and Improving the Santa MOnica Bay, and,
WHEREAS, any Applicant selected for a grant award IS requIred to enter Into an
agreement with the Department for the performance of the project as descnbed In the
application, and
WHEREAS, the proJect(s) do not Include mitigation activities required under Federal
or State law and are not for the purpose of flood control, and,
WHEREAS, the City Will pursue all fundmg sources available to provide any
addItional funds that may be reqUired to complete the proJect(s) If the grant funds reqUIred
are inSUffiCient and Intends to maintain and operate the proJect(s) In perpetuity,
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
HEREBY RESOLVES AS FOLLOWS

SectIon 8 a, 6. and 14 of the PropositIon for a Continuous Deflection
Separation Unit and stormwater enhancements at City Parks IS approved

alternative sources for additional funding for a Continuous Deflection
Separation Unit and stormwater enhancements at City Parks
The CIty of Santa MOnlca Intends to operate and maintain the proJect(s) on
a long-term baSIS to the maXimum extent practicable
The City Manager IS hereby appointed to act as the agent of the City of Santa

MOnica to conduct all negotiations and to execute and submit all documents
Including, but not limited to, applications. agreements. amendments, payment
requests. whIch may be necessary for the completion of the projects The
City Manager may delegate authonty to execute and submit documents
pertaIning to the administration of the grant to City staff

The City Council certifies that the City of Santa MonIca and the Department
agree to indemnify, defend, and hold harmless the other party agaInst any
and all liabilities. expenses, and claims arising from or connected with the
work, authority, or JUrisdiction, of the respective party, with respect to the
project

The City Clerk shall certify to the adoption of thiS Resolution, and thenceforth
and thereafter the same shall be In full force and effect
