SUBJECT Recommendation to Award Bid to Furnish and Deliver Two New 1/2 Ton
4 x 4 Pickup Trucks, BId #2697 and Notify CouncIl of an ExceptIon to
Resolution No 8966 (CCS)
Introduction
This report recommends award of bid to furmsh and deliver two new CNG powered 1/2 ton
4 x 4 pIckup trucks (one with IIftg ate , one wIthout Ilftgate) for the Wastewater DIVIsion,
Environmental and Public Works Management Department, In the total amount of
$56,045 36, including applicable sales tax ThIs award requires notification of an
exception to Council policy (Resolution No 8966 (CCS) regarding conducting bUSiness
WIth firms dOing bUSiness In or With Burma
Backaround
In response to published Notices Invltmg Bids (published May 28 and 29, 1998) In
accordance With CIty specifications, bids were received and publicly opened and read on
September 1, 1998 Proposal forms were mailed to seventeen vendors and notices were
advertised In accordance With City Charter and MUniCipal Code prOVIsions Two
proposals were received as follows

On November 28, 1995, Council adopted resolution No 8966 (eCS) "Establishing a Policy
for the City of Santa Monica Prohlbltlng Contracts for Personal Services and Purchase of
Commodities from Companies Domg Business In or with Myanmar (Burma)" This policy
allows the City Manager to approve an exception when It IS In the Interest of public health,
safety or welfare, and the service or commodity cannot be reasonably obtamed from any
other source The City Manager has approved this purchase as an exception to
Resolution No 8966 (GGS) because waiving the Burma policy would allow the purchase
of a CNG vehicle which IS consistent with the Council adopted reduced emiSSion fuel
policy It was determmed that Implementation of the reduced emiSSion fuel polley IS In the
Interest of public health
The new 4 x 4 pickup truck WIll replace a 1988 Chevrolet 3/4 ton pickup truck and a 1990
Ford Ranger pickup truck They will be used to transport tools and matenals to varrous Job
sites
The bid submitted by Maurrce Sopp & Son IS non-responsive Although Chevrolet IS not
dOing bUSiness In Burma, they bid gasoline powered pickup trucks which are not
consistent with the City's reduced emiSSions fuel policy

Staff has evaluated the bid submitted by Bob Beaty Ford for dedicated CNG powered
pickup trucks and finds that It meets City specifications The purchase of these CNG
powered pickup trucks IS consistent with the City'S reduced emiSSions fuel polley

Recommendation
It IS recommended that Council reject the bId submitted by Maurice Sopp & Son and that
the award of BId #2697 be made to Bob Beaty Ford In the total amount of $56,045 36,
Including applicable sales tax, as the most responsible bidder
