SUBJECT Report on Actions Taken In Regard to the Revised PICO Streetscape Project
Introduction
This report provides information on the course of actions taken In regard to the revised
PICO Streetscape project
Background
On November 24, 1998, the City Council reviewed and rejected all bIds for the construction
of the PICO Streetscape Project and requested that modifications be made mcludmg
addItional lights to encourage pedestnan activity The City Council directed staff to
negotiate directly or rebid the project as appropriate
DISCUSSion
Staff reviewed the deSign In reference to the addition of more pedestnan lights, and to the
modification of the median at PICO Boulevard and Urban Avenue Additional pedestnan
lights were added to the deSign per City Council direction and the median on PICO
Boulevard w\3st of Urban Avenue was extended to eliminate unsafe traffic movementsDEC - 8 1998

Staff made inquires with The EconomIc Development Agency (EDA), the fundIng agency,
to explore the possibility of negotiating on the open market a contract for the construction
of the PICO Streetscape project as revised EDA said that thiS approach IS not acceptable
and the project should be awarded to the lowest responsIble bidder based on a formal bid
process
Consequently, a notice Inviting bids for the project as revised was published In the
Argonaut on December 3, 1998, and Will be published again on December 10, 1998 The
bId opening IS scheduled for December 21, 1998 The first Council meeting at whIch the
bid could be awarded IS January 12, 1998 The cost of the additional lights and lengthened
median Will be presented to the City Council With the award of the construction bid
