SR-6-G (59) loG F \EPWM\ADMIN\WPDOCS\ST AFFRPT\BEVRECL Y NOV 1 0 19.:;~ CouncIl Meeting November 10, 1998 Santa Momca, CalifornIa TO Mayor and City Council FROM City Staff SUBJECT Recommendation for City Council to Authorize the City Manager to Accept Grant Funds from the California Department of ConservatIon and Establish ExpendIture Authority for Beverage ContaIner Recycling Services Introduction ThIs report recommends that City CouncIl authonze the CIty Manager to accept grant funds from the CalIfornia Department of Conservation and establish expenditure authOrity In the amount of $23,906 from the CalifornIa Department of Conservation for beverage container recycling services at restaurant faCIlities located on the Third Street Promenade Backaround In June 1998, the City Manager authonzed the Solid Waste Management DIVISIon to submit and execute a grant application to the California Department of Conservation to promote beverage container recycling services at restaurants located on the Third Street Promenade The Department of Conservation, Recycling DIVISion, has awarded the grant request to the City for thiS program DiSCUSSIon The Third Street Promenade IS a venue for tOUrists, residents and business personnel -l~ (pG. NOV 1 0 19.:" who frequent the restaurants at this location Currently, there are forty (40) restaurants located on the Third Street Promenade which serve beverages to their customers that are packaged In recyclable glass, plastic, or metal containers Due to the dally volume of customers at these facIlities, staff from Solid Waste Management applied to the Department of Conservation for a grant to Implement a new recyclIng program whIch would proVide beverage container recycling servIces to these restaurants The City currently proVides a waste paper and cardboard recycling program In this area Solid Waste Management staff Will meet wIth restaurant managers to promote the recycling program Once a restaurant agrees to recycle Its beverage containers, solid waste staff Will conduct a waste audit to determine the amount of these materials currently eXisting In the trash The waste audit Will be used to establish a base from whIch the effectiveness of the program can be evaluated Staff assigned to thiS program Will dlstrrbute recycling containers to these restaurants for the beverage containers and collect the containers dally for transport to the Santa MOnica Recycling Center All materials collected Will be weighed In order to measure the effectiveness of the program -2- BudaeUFlnanclallmoact - .
