Mayor and City Council FROM City Staff SUBJECT Recommendation to Authorize the CIty Manager to Negotiate and Execute a Contract wIth Kaku ASSOCiates, Inc to Develop and Analyze a Comprehensive Set of Strategies to Improve ParkIng UtilizatIon and Circulation wlthm the Coastal Area of the City. INTRODUCTION This report recommends that the City Council authonze the City Manager to negotiate and execute a contract with Kaku ASSOCiates, Inc In an amount not to exceed $109,400, IncludIng contingencies, to develop measures to Improve parking supply, utilization, and circulatIon throughout the coastal area The consultant wIll develop and analyze (1) parking rate strategies to Improve utilIzation In the beach and pier parking lots' (2) measures to Improve clrculatron and reduce traffic congestton, particularly In the VICinity of the Santa MOnica MUnicipal Pier, and (3) measures to Increase on-street parkIng within the coastal area BACKGROUND The CIty'S FY 98/99 Community livability Collaborative Objective calls for developing and Implementing a vanety of solutions to address parkIng and circulatIon Issues withIn the coastal area. One component mcludes the development and analysIs of pncmg strategies to Improve year-round VIsitor, reSidential and employee parking utilization of the 1 ~D NOV f n ie' , beach and pier lots A supplemental goal of the pricIng strategIes IS to encourage coastal users to park In coastal lots rather than In the Main Street, Downtown and residential areas The strategies for beach and pIer lots may Include consideration of hourly rates in place of flat rates, locatlonal pncmg vanatlons, peak-penod pricIng vanatlons and vanatlons In permIt pnclng The analysIs WIll assess the potential revenue Impacts for each alternative and estImate the cost of Implementation A second component of the study IS to develop and analyze measures to Improve access and cIrculatIon In the coastal area A partIcular focus IS the MunicIpal PIer area, whIch expenences extreme congestion dunng the summer months SpeCIfically, staff has been asked to develop and analyze conceptual alternatives for a ramp from the pIer to the parkmg lot directly north of the pier, mcludlng assessment of the potential Impacts and development of prellmmary cost estImates The study WIll also address access Issues adjacent to the pIer, InclUdIng vehicular CIrculatIon In the two lots north of the pier, access from these lots onto the PacIfic Coast Highway, access from the pier area to lots south of the pIer, access from the pIer parking area to the Santa MOnica Freeway, and pedestnan access to the pier, Including a pOSSible connectIon from the pIer to the 1602 Ocean Avenue site south of the pIer The study may conSider pOSSible reVISions to the City's current shuttle service as It relates to coastal access A third component of the study WIll explore ways to enhance reSidential parking supply through reconfiguring on-street parkIng The consultant WIll develop and analyze phYSical 2 Improvements in resIdential areas adjacent to the coast One possIble measure is diagonal parking In areas where there IS sufficient r1ght~of-way CONSUL TANT SELECTION PROCESS In September 1998, the City solicIted proposals from an extensive list of parkIng/economic analysts and traffic engineering firms Three consultant teams responded With proposals A commIttee composed of representatIves from the Plannmg and Commumty Development, Communrty and Cultural ServIces, Resource Management, and Environmental and PubliC Works Management Departments recommended the selectIon of Kaku Associates, Inc The Kaku team Includes Walker Parking and Bnan L Cochran Associates, Inc as sub-consultants The Kaku team was recommended on the basIs of their approach to the project, expenence With similar studies and expenence of the key project personnel STUDY SCHEDULE The study schedule IS geared to developIng and adopting parking rate reVISions that can be Implemented by the beglnnmg of the Summer 1999 season I mtlal outreach with stakeholders and the commumty Will occur through early December of this year CirculatIon of InitIal recommendatIons and consultation WIth relevant agenCies and commiSSIons IS anticIpated to begin In February 1999 At this pOInt the schedule will depend on whether the recommendations Will reqUIre Coastal CommissIon approval If It IS determined that the proposed reVISions Will not reqUire Coastal Commission approval, 3 then CIty Council review and adoption of recommendations IS antIcIpated In Spring 1999 If Coastal CommIssIon approval IS required, then the schedule Will need to be reevaluated BUDGET/FINANCIAL IMPACT Funds for thIs study are available In accounts 01-700-274-00000-5506-00000 ($78,OOO), 11-400-522-00000-5506~OOOOO ($21 ,400) and 01-700-274-00000-7785-00000 ($10,000) RECOMMENDATION It IS recommended that the City Council authorrze the City Manager to negotiate and execute a contract with Kaku Associates, lnc In an amount not to exceed $109,400 rncludlng contingencies, to develop measures to Improve parking supply, utilizatIon, and circulation throughout the coastal area of the City Prepared by: Suzanne Frrck, DIrector Ellen Gelbard, Deputy Director PlannIng and Community Development Department 4
