SR-6-K (47) ~ I7J CrMtrC7d- vI< -=It 6767 OCT 27 1998 EPWM CP BS AA SA sm [s \sp1393\cc1393b wpd] Santa Monica, California Council Meeting October 27, 1998 TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute Contract Modifications with Letner Roofing, Inc , for Additional Work On the Carousel Building Roof Introduction This report recommends that the City Council authonze the City Manager to negotiate and execute contract modifications With Letner Roofing, Inc. for additional work not to exceed $28,672 on the Carousel BUilding Roof Background The Carousel bUilding roof has leaks that can no longer be repaired and It needs to be replaced Dunng the past several years, leaks and condensation have resulted In damage to the hand-carved wood carousel horses, the Intenor wood f100nng and the roof structure Dunng the FY 1997 budget process, City Council approved funding to replace the Pier Carousel bUilding roof This project Includes replaCing the metal, cone shaped standing seam roof, the detenorated wooden cupola and louvers at the top of the roof, and the flat bUilt-up portions of the roof 1 (oK OCT 2 7 1998 DISCUSSion Upon demolitIOn of the eXisting roof, several unforseen conditions were revealed Pnor to bidding, the City had an asbestos mvesligatlon done on the roof The Investlgalion Included conng at several roof locations which found only two layers of roofing matenal on the structure, both contalnmg asbestos The contractor's bid was based on these conditions However, demolition revealed up to 13 additional layers of roofmg matenal en the bUilding at sections other than those tested In the onglnal Investigation The contractor could not anticipate the large Increase In matenal which must be carefully disposed of uSing plastic SUits, respirators, and sealed trucks The City required the work to be done at night for minimal pedestnan Interference and mOnitored by an mdependent asbestos monltonng company was contracted with to ensure safe and proper disposal A second major discovery was that the eXisting faSCia metal around the top of the three towers and the fourth back corner was very corroded The back Side shows significant corrosion and the top liP, hidden by the eXisting roofing matenal, IS severely corroded and not re-useable This conditIOn was not VISible or suspected at the time of the onglnal Job deSign Replacing this metal at a later date would rum the quality of the new roof and VOid the warranty Pnor to discovery of the faSCia condition, staff had approved other contract change orders, Within the contract contingency amount, to allow for Improvements to roofing_Insulation and roof top air circulation elements 2 Budget\Flnanclallmoact The current contract with Letner Roofing, Inc , IS for $247,000 plus contingencies for a total of $300,000 CONTACT MODIFICATION $28,672 CONTINGENCY 13.294 Total $41,966 This contract modification Will bnng the contract total. Including contingencies to $341.966 Funds are available In account number 30-720-625-29289-8900-99924 Recommendation Staff recommends that tl"e City Council 1 Authonze the City Manager to negollate and execute contract modifications with Letner Roofing, Inc for work not to exceed $28,672 on the Carousel BUilding Roof, and 2 Authonze the City Engineer to approve any necessary change orders to complete additional work In conformance with the Admlnlsrratlve Instructions on change orders Prepared by.
