SUBJECT Recommendation to Authorize Staff to Review and Provide Comment on
EnvIronmental and Related Documents, Work with Representatives of Other
JUriSdictions, and take Related ActIons regarding the Proposed Expansion of
Los Angeles InternatIonal Airport
INTRODUCTION
ThiS report recommends that the City CounCil adopt a resolution authorizing City staff to take
an active role In revlewmg and providing commenton environmental and related documents,
working with representatIVes of other JUriSdictions, and taking other necessary actions
related to the proposed expansion of Los Angeles International Airport
BACKGROUND
For several years, the CIty of Los Angeles has been explOring the potential expansIon of Los
Angeles International Airport (LAX) The Los Angeles Department of AIrports IS currently
preparing a Master Plan and Inltlatmg the envIronmental review process for the proposed
expansion The Master Plan IS expected to gUide the expansIon and modernizatIon of LAX
over the next twenty years The key concepts that are being conSidered for the LAX
expansion Include
.
additIon of one or more new runways
.
relocation and extension of eXlstmg runways
.
addition of new terminals and gate pOSitIons and reconfiguratlon of eXlstlng termmals

reconflguratlon of the taxiway system to accommodate new larger aircraft
construction of an automated people-mover system

ISSUES OF CONCERN
The expansion of LAX IS expected to create substantial impacts on the region generally and
on Santa MOnlca In particular Some of the regIonal Impacts that could affect Santa Monaca
Include
· Increased air pollutIon caused by additional aircraft traffic and surface vehicle traffIc
· Increased congestion caused by additional automobile and freight traffic
· detrrmentallmpacts to roads and associated Infrastructure caused by Increased surface
vehicle traffic, espeCially cargo-carrying freight trucks
· Increased nOIse due to addItional takeoffs, landings, and aIr traffic above the region
· Increased demand for affordable hOUSing, open space, and transportation caused by
additional economiC activIty associated with the expanded aIrport
Increased airspace and traffic congestion at an expanded LAX IS expected to cause more
corporate Jets to be diverted to Santa MOnica Airport As a result, the Impacts on Santa
MOnica and surrounding commUnities Will be particularly acute In terms of nOise, Jet blast,
air pollutIon, congestion, and mfrastructure detenoratlon.
PROJECT REVIEW AND COMMENT
The City of Santa MOnica has already taken a leadership role In helping to ensure that these

Issues of concern are adequately addressed In the LAX Master Plan and associated
environmental documents In November 1996, the City CouncIl approved a resolutIon
requesting inclusion of fixed base operator faclhtJes In the LAX Master Plan In order to hmlt
dIversion of corporate Jets to Santa Monica In July 1997, the City officIally requested that
the CIty of Los Angeles' environmental documentation adequately address all of the Impacts
of the LAX ExpanSion on Santa Monica
The City of Los Angeles IS expected to Issue drafts of the Master Plan and EnVIronmental
Impact Report/Environmental Impact Statement (EIR/EIS) In the commg months Many of
the cities and commUnities In western Los Angeles County, mcludmg Santa MOnica, have
been consldenng the expected Impacts of the proposed project In additIon, several
mter]unsdlctlonal organizations, mcludmg the Westslde Cities Summit, have been preparing
to analyze and proVIde comments on the proposed expansIon The affected JUrisdictions and
organizations are particularly concerned that all potential Impacts are Identified, that a full
range of alternatives to the project, Includmg the development or expansion of other regional
airports (Palmdale, EI Toro, Ontarro, etc). are conSidered, and that an accurate and
thorough assessment of the potential Impacts IS prOVided

expansion
· Individually or Interjunsdlctlonally retain needed technical, environmental, and legal
experts to assIst In evaluation and revIew of the project and ItS Impacts
· communicate concerns to approprrate elected and appointed officIals and represent the
CIty In testImony before regulatory bodies
BUOGET/FINANCIAllMPACT
The actions authorrzed m the resolution may have an Impact on the budget, however, the
exact amount cannot be determined at this time Ensurrng complete and thorough review
and comment on the proposed project and related documentation may require the CIty to
retain outside experts SufficIent funds should be available In account 01-700-274-00000-
4439-00000, If necessary, staff will return to the Council for allocatIon of funds
RECOMMENDATION

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING STAFF TO REVIEW AND PROVIDE
COMMENT ON ENVIRONMENTAL AND RELATED DOCUMENTS,
WORK WITH REPRESENTATIVES OF OTHER JURISDICTIONS,
AND TAKE RELATED ACTIONS REGARDING THE PROPOSED
EXPANSION OF LOS ANGELES INTERNATIONAL AIRPORT
WHEREAS, the City of Los Angeles IS consldermg the expansion of Los Angeles
InternatIonal AIrport, Includmg the addltron of runways and terminals, expanded air cargo
capacity, and thousands of addItIonal flights annually, which wIll create substantIal local
and regional Impacts; and
WHEREAS. the proposed expansIon of passenger flIghts IS expected to generate
additional automobile traffic on the hIghways and arterials In Santa MOnica and In the
region, and
WHEREAS, the proposed expansion of cargo flights IS expected to generate
additional freight traffic on the highways and arterials In Santa MOnica and In the region,
and
WHEREAS, freIght traffic causes a disproportIonately severe Impact on highways,
arterrals and related Infrastructure In Santa MOnica and In the region, and
WHEREAS, additional flights and mcreased surface vehicle traffic related to the
proposed expansIon are expected to Increase air pollution In Santa MOnica and In the
region, and

WHEREAS, additional flights and air traffic related to the proposed expansion may
Increase the risk of air safety Incidents over densely populated areas In Santa MOnica
and In the region, and
WHEREAS, the proposed expansion may cause the dIversIon of corporate Jets to
the Santa Monica Airport, and
WHEREAS, additIonal Jet aircraft activity at Santa MOnica Airport Will cause
additional Impacts on Santa MOnica related to nOIse, Jet blast, air pollutIon. air traffic
safety, and surface vehIcle traffic, and
WHEREAS, the proposed expansIon IS expected to generate extenSive economic
activity In the region, including the creation of thousands of new Jobs and billions of
dollars of expanded bUSiness activity and demand for hOUSing and consumer goods, and
WHEREAS, the growth In economic activity is expected to Increase the demand
for affordable hOUSIng, open space and use of the traffic cIrculatIon system In Santa
MonIca and the In regIon, and
WHEREAS, the City of Los Angeles shall be reqUIred to prepare planning and
envIronmental documentation, Includmg, but not limIted to, a master plan, environmental
Impact report, and envIronmental Impact statement, subject to the requirements of the
CalifornIa EnVIronmental Qualtty Act and the NatIonal EnVIronmental Protection Act, and
WHEREAS, all Impacts to the City of Santa Monica from the proposed expansion
of Los Angeles InternatIonal Airport must be Identified and suffiCiently mitigated to
preserve the health, welfare and quality of life of the CitIzens of Santa MOnica

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS
SECTION 1 The City Council of the City of Santa Monica hereby authorizes staff
to revIew and provIde comment on all plannmg I environmental and related documents
prepared for the proposed expansIon of Los Angeles InternatIonal Airport
SECTION 2 The City CouncIl of the City of Santa Monica hereby authorizes staff
to work with representatIves of other JUriSdictions, mdlvldually and in concert with
mterJurrsdlcbonaJ organizations, In gatherrng Information, assessing potentIal Impacts,
proposing appropriate mitigation measures, and evaluating project alternatives, including
alternative SItes, with regard to the proposed expansion of Los Angeles Internatronal
Airport
SECTION 3 The City CouncIl of the City of Santa MOnica hereby authorizes staff
to take other related actions, mcludlng retaining techmcal and legal consultants,
indIVIdually or In concert with InterJunsdlctlonal organszatlons, In order to adequately
gather Info rmatton, assess potenttal Impacts, propose appropnate mltlgatton measures,
and evaluate project alternatives, including alternative Sites, wIth regard to the proposed
expanSIon of the Los Angeles InternatIonal Airport
SECTION 4 The City Clerk shall certIfy to the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
