SR-6-I (60) Otn:/rc{ cf ~1 1t 135'6 e6 JBC JLS AC f\trans\admln\councll\wpfiles\admmpro SEP 2 2 1633 Council Meeting September 22, 1998 Santa Monica, California TO Mayor and City Council FROM City Staff SUBJECT Authorize City Manager to Negotiate and Execute an Agreement with O'Meha Consulting to undertake an Administrative Procedures Study of the Big Blue Bus Introduction ThiS report requests that the City Council authonze the City Manager to negotiate and execute an agreement With O'Meha Consulting for an Administrative Procedures Study for the Transportation Department The purpose of thiS study IS to Identify areas for Improvement In the Transportation Department operations Backqround Over the past four years the Transportation Department has undergone major reorganization and staff expansion to accommodate service enhancements to Improve Big Blue Bus service In addition, the Department IS currently Involved In incorporating technology changes mto Its dally operations Although many of the Department's administrative procedures have changed over the past four years, no comprehenSive review has been made of current procedures to ensure that support systems and staff are deployed as effiCiently as possible The proposed study I ~I SEP 2 2 i~]3 IS a budget performance objectives for Transportation In the FY1998-99 A Request for Proposals (RFP) was Issued to thirteen (13) consulting firms One proposal was received Two (2) firms responded that they were unable to undertake the study due to other commitments and one (1) firm proposed as a subconsultant Staff contacted the other major firms to determine why proposals were not submitted All firms contacted Indicated that they had other commitments that precluded their proposing at thiS tIme A selection committee consisting of Transportation Department diVISion managers reviewed the single proposal receIved based on the criteria outlined In the RFP Including understanding of the project requirements, proposed scope of work, experience of the firm and personnel, and past performance of the project team It was determined that the proposal was responsive to the RFP References were checked for O'Mella Consulting and the three subconsultants All four firms received pOSitive comments regarding their performance on past projects The selection committee believes that the O'Mella team IS well qualIfied to undertake the study and the cost proposal IS reasonable Bud!=let/Flnanclal Impact Funds totaling $75,000 have been budgeted In account number41-600-656-1 0101-5506- 25302 2 -- - RecommendatIon It IS recommended that the City Council authorize the City Manager to negotiate and execute an agreement In an amount not to exceed $75,000 with O'Meha Consulting for an Administration Procedures Study of the Transportation Department Prepared by John B Catoe, Director of Transportation Janet L Shelton, TransIt Administration Manager Alva Carrasco, Transit AdmInistration Supervisor 3
