SR-6-F (58) (pF PURCH PW DH sd f \finance\purch\strfrpts\srbdoff4 SEP 2 2 1SJ3 Council Meetmg September 22, 1998 Santa MOnica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Award Purchase Order to Vacuum Metal Deposition to Furnish, Deliver and Install a Police EVidence Chamber System Introduction This report recommends award of purchase order to furnIsh, deliver and Install an eVidence chamber system for the Office of Administrative Services, Police Department, In the total amount of $109,044 18, mcludlng applicable sales tax Background ThIS system can obtam more flngerpnnts and can develop fingerprints that are up to 20 years old on most smooth non-porous surfaces The system makes It possible to process eVidence In-house which would have required sendmg the eVidence to an outside source, Increasmg the speed of analYSIS and reducmg the cost and chain of eVidence ThiS technology should obtam more suspects' flngerpnnts from crime scenes and thereby result In a higher number of arrests and conVictions Staff has searched the marketplace and has determined thiS product IS only available from one manufacturer, and the manufacturer has not licensed any dlstnbutors to sell the product Staff therefore recommends that the police eVidence chamber system be purchased from Vacuum Metal DepOSition as the sole source manufacturer of the product - 1 - (,F SEP 2 2 16:3 Ordinance Number 1743 (CCS), Section 5, paragraph 224080 (1) of the Santa MOnica MUnicipal Code allows exception to competitive bidding when services are purchased from a sole provider Staff has evaluated the quote submitted by Vacuum Metal Deposition and finds that It meets City specifications.
