SUBJECT Recommendation to Award Purchase Order to Kustom Signals, lnc to
Furnish, Deliver and Install Pollee In-Car Video Systems
Introduction
This report recommends award of purchase order to furmsh, deliver and Install In-car Video
systems for the OffIce of AdmInistratIve ServIces, Police Department, In the total amount
of $78,806 00, Includmg applicable sales tax
Backaround
The Items bemg purchased are VIdeo cameras that Will be mounted on patrol cars to
document patrol officer traffic stops and related activIties The Video system Will act as an
unbIased observer of routine patrol officer actIvIties providing documentation In regard to
lIabIlity claIms ThIS system WIll be compatIble With the mObIle data termInal system
proposed for installation It IS also compatible With the use of current electroniC speed
enforcement equipment
Staff evaluated several In-car Video systems produced by vanous manufacturers
Features unique to the system manufactured by Kustom Signals, Inc Include an Industnal

grade recorder which can be mounted hOrizontally and vertically inside a patrol vehicle's
trunk, a weatherproof recorder vault for secunty and durability, self-diagnostic features
Indlcatmg when tape has run out or Unit needs cleaning for ease In maintenance, roof
mount system ellmmatmg obstruction of other equipment already Installed In patrol
vehicles and provides automatic protection against accidental erasing or recording over
previously recorded segments On-site tramlng IS provided by the manufacturer These
features are not available for other equipment In the market place
Several other local JUriSdictIons use the same system which would be beneficial In mutual
aid situations as personnel would be familiar with the system Staff took Into consideration
the length of time the product has been on the market, reliability of the product, unique
features offered and follow-up tramlng provided by the manufacturer when making ItS
selection
Staff recommends that the In-car Video system be purchased from Kustom Signals, lnc as
the manufacturer of thiS unique product Kustom Signals, Inc has not licensed any
dlstnbutors to sell the product. equipment can only be purchased directly from them
Ordmance Number 1743 (CCS), SectIon 5, paragraph 224080 (1) of the Santa MOnica
MUniCipal Code allows exception to competitive blddmg when services are purchased from
a sole provider Staff has evaluated the quote submitted by Kustom Signals, Inc and
finds that It meets City specifications

Fiscal Year 1998-99 appropriation authonty for this purchase IS In the Capital
Improvement Budget account number 20~730-304-20097-8900-99537, "Miscellaneous
Grants", which IS funded through Local Law Enforcement Block Grant (LLEBG) program
funds On December 17, 1996, the CIty CounCil approved the use of the grant funds for
advanced technology innovations
Recommendation
It IS recommended that a purchase order be made to Kustom Signals, Inc In the amount
of $78,806 00, Including applicable sales tax
