SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Contract with Katz, Okltsu & Associates to Analyze, Recommend and
Design Enhanced Pedestrian CrossIngs for SpeCified Streets
INTRODUCTION
This report recommends that the City CounCil authorize the CIty Manager to negotIate and
execute a contract with Katz, Okltsu & Associates, In an amount not to exceed $216,000,
including contingencies, to analyze and develop SIte-specific recommendations to enhance
pedestrian crossings along the follOWing streets PICO Boulevard, Barnard Way, Montana
Avenue, Neilson Way and Ocean Avenue
BACKGROUND
The City'S FY 98/99 Community Livability Objective calls for the evaluation of pedestrian
crossing locations and development of enhancements, where appropnate Enhancements
to be conSidered Include paint or pavmg treatments, Improved lighting, additional slgnage
or Signals, phYSical alterations to the curb or street, and overhead warning deVices The
schedule and process for accomplishing thiS objective was prOVided to CounCil m a May
11, 1998 Information Item attached to thiS report
The study Will mclude Site-speCific evaluation of the entire length of the follOWing streets

In Phase I PICO Boulevard, Barnard Way, Montana Avenue, Neilson Way and Ocean
Avenue This work Will require extensive community outreach, technical analysIs and
development of responsive, safe solutions The study Will focus Initially on PICO Boulevard
In order to provide recommendations that can be Incorporated mto the construction of the
PICO Streetscape Project SuffiCient funds for development of construction draWings for
PICO Boulevard Will be Included In this contract In order to Implement the Improvements
with the PICO Streetscape Project The cost of developing construction draWings for the
four other streets In Phase I are not Included In this contract Estimates Will be developed
when appropnate measures have been Identified Staff Will return to Council to authonze
funds for construction draWings once enhancements have been selected for these
locations
Upon completion of Phase I, and provided the City IS satisfied with the work, the Consultant
may continue work to evaluate and develop recommendations for Phase II streets,
including Lincoln Boulevard, Ocean Park Boulevard, Santa MOnica Boulevard and Wilshire
Boulevard A recommendation to authonze negotiation and execution of a Phase II
contract amendment would be brought to Council at the conclusion of Phase I
CONSUL T ANT SELECTION PROCESS
In July 1998, the City soliCited proposals from an extensive list of urban deSign and traffic
engineering firms Three consultant teams responded with proposals A committee
composed of representatives from the Planning and Community Development Department

and the Environmental and Public Woks Department recommended the selection of Katz,
Oklstu & Associates The Katz, Oklstu & Associates team also Includes A Istanbullu & J
Kaliski Architecture and City Design (AIJK), Katherine Spitz Associates, Whitlock &
Weinberger Transportation, Inc , Wlltec and Walkable Communities as sub-consultants
The Katz, Oklstu & Associates team was recommended on the basIs of their methodology
and approach to the project, experience and reputation with similar studies, expenence of
key project personnel, and reasonable fee proposal
STUDY SCHEDULE
Katz, Okltsu & Associates Will begin data collection Immediately follOWing execution of the
contract The PIca Boulevard schedule IS accelerated and a community workshop for PICO
Boulevard Will be held In October to seek Input about crosswalk Issues and the planned
pedestnan safety campaign Separate workshops will be held In late October or November
for Montana Avenue, Ocean Avenue, NeIlson Way and Barnard Way Another round of
meetings to seek community Input Will be held after the consultant team has analyzed the
Issues and developed inItial recommendations Staff antiCipates bnnglng recommendations
concerning PIca Boulevard to Council thiS Winter and all other Phase I recommendations
In June 1999 Initiation of Phase II IS planned for June 1999

INTRODUCTION
On May 5, 1998 the Council asked staff for information on the timing and process related
to crosswalk enhancements on PICO Boulevard ThiS report responds to that request
BACKGROUND
The CouncIl previously asked staff to develop a program to address pedestrian safety With
educatIon, engmeerlng, and enforcement, With prlonty given to the beach area includIng
- Neilson Way and Barnard Way. ThiS program was anticipated to be undertaken dunng the
Fiscal Year 98/99
After CounCil directed staff to develop the program, members of the community IdentIfied
other areas where crosswalk enhancements should be conSidered Those areas Include
Ocean Avenue. Ocean Park Boulevard, LIncoln Boulevard, Montana Avenue, Santa
MOnica Boulevard, Wilshire Boulevard, and PIca Boulevard Since CounCil provided
directIon. staff has evaluated technologies and types of Improvements available to

enhance crosswalks, In addition to contacting other cities and experts In the field of
pedestnan access. Staff has learned that a variety of factors must be considered before
locating a crosswalk or determining the type of Improvement that should be Installed.
These factors are obtained through public Input and analysIs of data such as, pedestnan

The PICO Boulevard Improvements are scheduled to begin construction November 1998
and be completed by November 1999. It may be possible to modify the PIca Streetscape
construction contract to Include the crosswalks and pedestrian Improvements Once the
crosswalk Improvements have been approved for PIca Boulevard. and If PICO Boulevard
IS stili under construction, staff Will make every effort to coordinate the installation of the
crosswalk Improvements as part of the PIca Boulevard Streetscape Improvements
