SUBJECT: Award of Contract to Install a Roof Over the Outside
storage Area at the civic Auditorium and to Construct
Interior Improvements at the Main Library
Introduction
This report recommends that City Council award a contract to
install a roof over the outside storage area at the Civic
Auditorium and to construct interior improvements at the Main
Library to T & J Field Construction Co., Inc., the lowest
responsible bidder, in the amount of $33,469.00.
Backqround
During the FY 1990-91 budget process, City Council approved
funding to install a roof over the outside storage area at the
Civic Auditorium and to construct interior improvements at the
Main Library. The existing storage area at the Civic Auditorium
is not fenced and is exposed to sunlight and rain. The new metal
roof will
protect
stored
items
from rusting,
ag ing and
deterioration.
At the Main Library, the existing interior
planted areas will be removed, filled with concrete and covered
with carpet to allow more space for book stacks.
A Notice Inviting Bids was published on October 19 and 20, 1992,
in The Outlook.
Bidding documents were sent to seven Women and
Minority Business Enterprise associations and four construction

journals. Bidding packages were requested by three contractors.
The city received three bids which were opened publicly and read
aloud on November 9, 1992, by the Deputy City Clerk.

The low bidder, T & J Field Construction Co., Inc., supplied the
City with three references. All references reported that the
contractor's work was satisfactory. The state Contractor's
License Board verified that the Contractor's license for T & J
Field Construction is in good standing.

Recommendation
It is recommended that City Council:
1. Award a contract to install a roof over the outside storage
area at the Civic Auditorium and to construct interior
improvements at the Main Library to T & J Field Construction
Co., Inc., the lowest responsible bidder, in the amount of
$33,469.00.
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work in conformance with the
Administrative Instruction on change orders.
