Improvements at Various city sites
Introduction
This report recommends that city Council award a contract to
construct park facility improvements at six city Parks to T & J
Field Construction Co. Inc., the lowest responsible bidder, in
the amount of $93,156.
Background
During the FY 1990-91 budget process, city council approved
funding to refurbish park facilities experiencing deterioration
and aging.
Per iodic improvements are required to keep park
structures
in
a
clean,
sanitary
and
usable
condition.
Improvements associated with this contract include: replacing
deteriorated flooring, restroom partitions, window coverings,
cabinets, ceilings, painting and other miscellaneous work. The
facilities to be improved include Palisades Park Senior
Recreation Center, rest rooms at Inspiration Point, restrooms at
Hotchkiss Park, Memorial Park cultural Arts Building and Joslyn
Park,
Douglas Park,
and Virginia Avenue Park recreation
buildings.
A Notice Inviting Bids was published on september 17 and 18,
1992, in The Outlook. Bidding documents were sent to seven Women

and Minority Business Enterprise associations and four
construction journals. Bidding packages were requested by eleven
contractors. The City received three bids which were opened and
read aloud on October 12, 1992, by the Deputy city Clerk.
Bids received were as follows:
Ocean Park construction, Santa Monica CA $ 71,950.00
T & J Field Construction Co, Inc.
Santa Monica, CA $ 93,156.00
F. M. Annotti construction, West Hills CA $ 139,995.00
city Engineer's Estimate. . . . $ 103,400.00
The low bidder, Ocean Park Construction (AKA Kevin Kraus
Construction) has withdrawn their bid due to a mathematical error
made in the bid. The City Attorney's office concurs that Ocean
Park Construction may withdraw their bid without penalty.
The second low bidder, T & J Field Construction Co., Inc.,
supplied the City with three references. All references reported
that the contractor's work was satisfactory. The state
Contractor's License Board verified that the Contractor's license
for T & J Field Construction is in good standing.

Recommendation
It is recommended that city Council:
1. Award a contract to construct park facilities improvements
to T & J Field Construction Co., Inc., the lowest
responsible bidder, in the amount of $93,156.00.
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work in conformance with the
Administrative Instruction on change orders.
