TIns report requests the CIty CouncIl to authOl1ze the City Manager to negotlate and execute
a lease WIth the Federal Aviation AdmmIstraUon for the contmued placement of
navlgauonal aId eqUIpment on Santa Moruca AIrport property.
BACKGROUND
The Temnnal Very HIgh Frequency Omm Range (TVOR) IS a navIgatIonal aId WhICh
chrects aIrcraft flymg III the VICInIty of Santa MOllIca Airport The system has been in
operauon at the arrport for over 25 years, and thIS lease sImply extends the agreement Wlth
the Federal AVIauon AdrmnIstratIon to conunue to allow the placement of tillS eqUIpment on
AIrport property.
The TVOR directs aIrcraft as they take off, land, or otherwIse pass through the aIrspace
aoove Santa MOnIca AIrport It ennts radIo sIgnals winch are receIVed by aircraft and WhICh
aSSIst pIlots in mamtammg the directIon and altltude assIgned to them by air traffic
controllers. ThIS IS especIally cntIcal because of the prOxImIty of Santa Monica to Los
Angeles InternatIOnal AIrport. The TVOR IS also the pnnclpallandmg aId to drrect aircraft

The TVOR 15 a green and orange circular tower whIch IS located 10 the southwest corner of
the Arrport, near Walgrove and 23rd Street. It elll1ts no lIght, nOIse, vibration, fumes or
other dangerous pollutants
The lease term IS through September, 2011, and recogmzes the exprration of the Arrport
Agreement 10 2015. The lease has been reVIewed and approved as to form by the Act10g
C1ty Attorney.
BUOOETARY /FINANClAL IMP ACf
The lease WIth the FAA IS not for any monetary conSIderation, wlnch IS the standard for
FAA-mstalled faCIlItIes on aIrports. The FAA provides full fundmg to mstall the equipment
and IS responsIble for all costs of operatmg and mamtaming the eqUIpment.
REmMMENDATION
Authorize the CIty Manager to execute a lease Wlth the Federal Aviation Admmistration for
the continued placement of a Termmal Very HIgh Frequency Omm Range at Santa MOllIca
