I 'I J Santa Monica, California To: Mayor and City Council From: city staff Subject: Recommendatlon to Authorlze the city Manager to Negotiate and Execute a Contract with Llndmark Englneerlng in the Amount of $105,167 to Conduct Envlronmental Assessment Activities Introduction This report reco~mends that Council authorize the City Manager to negotiate and execute a contract with Lindmark Engineerlng in the amount of $105,167 to conduct envlronmental assessment activities related to underground fuel storage tanks. Discussion For the past two years, Environmental Programs Division staff has implemented a comprehensive program for the management of clty-owned sltes wlth underground storage tanks. As a result of this program, areas at the Alrport and the Beach Maintenance Yard were identified as sites which require investigation and possible remediation due to closed or abandoned underground tanks. During the past year, staff has managed the phased assessment of soil and groundwater conditions at these sites through the collection and analysis of a substantial body of data. Due to the complexity of the conditions at these sites, assessment activlties conducted thus far have characterized only portions of each site. Additional assessment work is required to - 1 - 6-p . .~~. ./. .,., < ...~ 14 i ~ ~ ~ I ~},J . . , . complete the characterizations which, when completed, will allow city staff to propose to the Regional Water Quality Control Board an appropriate level of remedlation. It is anticipated that the additional scope of assessment activities will be completed in approximately four months. At that point, proposals will be solicited to carry out any necessary remedlatlon. Lindmark Engineering has conducted prior environmental assessments at these sites, and has consistently provided high quality and responslve environmental consultlng services to the City at costs competitive with or below industry standards. Staff believes that the complex conditions at these sites requlres consistency of lnvestigation and data evaluation such as those which have been provided to date by Lindmark Engineering. Budget/Fiscal Impacts No funds are currently appropriated in the Airport Fund to cover the costs of this new scope of services at the Airport site. staff recommends, therefore, that funds ln the amount of $53,040 be appropriated from the Airport Fund balance to CIP account number 33-710-662-20093-8900-99020. Funds in the amount of $50,000 are budgeted for assessment activit1es ln the Beach Fund ClP account number 11-710-662-20093-8900-99020. The actual cost of the necessary scope of services at the Beach Maintenance Yard totals $52,127.
