SUBJECT: Recommendation to Authorize City Manager to Negotiate
and Execute a Contract with HazPak Environmental, Inc.
Introduction
This report recommends that city Council authorize the City
Manager to negotiate and execute a contract with Haz Pak
Environmental, Inc. in the amount of $125,000 to provide
hazardous waste transportation and recycling/disposal services
~through June 30, 1993.
Background
state and federal regulations require that hazardous wastes from
emergency response operat~ons and in-house activities be stored
at eity facilities for no longer than 90 days prior to recycling
or disposal at a state or federally permitted facility.
Hazardous waste must also be transported by a State certified and
permitted company. The City of Santa Monica generates regulated
hazardous waste on a continuous basis from emergency response,
in-house activities and the Household Hazardous Waste Collection
Facility.
Discussion
Staff has reviewed proposals from three companies to provide
hazardous waste transportation/disposal services.
Two companies,
Greenfield Environmental and Haz Pak Environmental,

submitted comparable lowest cost proposals. Because costs were
found to be comparable, further consideration was based upon
administrative access and responsiveness, flexibility in waste
management alternatives, prior experience with the City and other
relevant factors.
Specifically, in the past two years, Greenfield Environmental
ceased operation for several months wlthout prior notice to
clients. Also during this time, Greenfield has periodically
provided unsatisfactory customer service. In addition,
Greenfield is corporately related to specific disposal facilities
which may serve to narrow their selection of waste
dlsposaljtreatmentjrecycling options. Haz Pak Environmental,
Inc. acts as an independent waste broker, which assists the city
in finding the most cost effective and environmentally sound
waste management alternative. For the past year, Haz Pak has
consistently provided the City timely and responsive customer
service. In addition, Haz Pak is a woman-owned certif1ed small
business.
In the coming months, consistent and responsive service will
become increasingly critical to the efficient and compliant
operation of the Household Hazardous Waste Collection Facility
due to the anticipated increase in volumes of waste being
processed through the facility as a result of an impending
agreement with Culver City to accept household hazardous waste
from eulver City residents. Also, staff anticipates offering
disposal services to small Santa Monica businesses within the
next three months. Based upon the above noted criteria, staff

has determined that Haz Pak Envlronmental, Inc. is the most
appropriate company to provide these serVlces.
Financial/Budget Impact
Funds in the amount of $125,000 for the proposed contract are
available in Environmental Programs account
31-110-662-00000-5506-00000.
Recommendation
staff requests that City Council authorize the City Manager to
negotiate and execute a contract with Haz Pak Environmental, Inc.
for hazardous waste transportation and recycling/disposal
services through June 30, 1993 in the amount of $125,000.
