SUBJECT: Award of contract for the Upgrading and
Modernizlng Traffic Signals on Wilshire Boulevard
Introduction
This report requests that the city Council award a contract
for the upgrading and modernizing
trafflc signals on
wilshire Boulevard to Steiny and Company,
the lowest
responsible bldder, in the amount of $1,453,100.
Backqround
The city has received approval for funding in the amount of
$1.7 million for traffic signal improvements along Wilshire
Boulevard from the Los Angeles county Transportation
commission (LACTC), under the Federal Surface Transportatlon
program (STP).
These STP funds are from the 1991 Federal
Intermodal Surface Transportation Efficiency Act (ISTEA) and
will be administered by Caltrans. The proposed project will
consist of installing new traffic signal systems and
upgrading slgnal controllers at eighteen lntersect10ns on
wilshire Boulevard.
This is the first phase of a citywide
plan to computerize and synchronize traffic signals.
When
this project is completed, all the signals along Wilshire

Boulevard can be monitored and changed from locations in
City Hall and the City Yard to improve traffic flow .
The time allotted for the construction of this project is
150 working days. The construction will start in late
January or early February of 1993. The disruption to the
businesses along wilshire Boulevard and the traffic flow is
expected to be min~mal.
A Notice Inviting Bids for construction of this project was
published on September 15, 1992. Notices were also sent to
construction journals and Disadvantaged Business Enterprises
(DBE) associations. Blds were opened and read publicly on
October 14, 1992, by the Deputy City Clerk.

43-770-415-22291-8900-99475 in the amount of $1,700,000.

Recommendation
It is recommended that the city Council:
1. Award a contract for upgrading and modernizing traffic
signals on wilshire Boulevard to steiny and Company, the
lowest responsible bidder, in the amount of $1,453,100.
2. Authorize the city Parking and Traffic Engineer to issue
any necessary change orders and complete additional work to
the extent of funds available in accordance with the
Administrat1ve Instructions on Change Orders.
