SUBJECT: RECOMMENDATION TO AWARD BID TO FURNISH AND DELIVER
MISCELLANEOUS RECYCLED PAPER, BID #2429
Introduction
This report concerns award of bid to furnish and deliver
miscellaneous recycled paper at specified unit prices, plus
applicable sales tax.
Background
In response to published Notices Inviting Bids (published July 20
and 21, 1992) to furnish and deliver miscellaneous recycled paper
in accordance with city specifications, bids were received and
publicly opened and read on August 4, 1992. Proposal forms were
mailed to ten vendors and notices were advertised in accordance
with City charter and Municipal Code provisions. Five proposals
were received as follows:

In reviewing the city's combined usage of 8 1/2" x 11" and 8 1/2"
x 1411 recycled copier paper, the Warehouse will be restructured
to accommodate carload shipments (22 pallets) in order to obtain
the best possible price. In carload shipments, the 8 1/2" x 1111
recycled copier paper is $16.56 per carton versus $17.85 per
carton for virgin copier paper and 8 1/2" x 14" recycled copier
paper is $2l.0B per carton versus $22.70 per carton for virgin
copier paper of the same size. By amalgamating paper sizes in
quantities to achieve a carload shipment, the price for recycled
copier paper will be lower than the price of virgin copier paper.
staff has evaluated the low bid and finds that it meets City
specifications.
BUdget/Financial Impact
Fiscal Year 1992/93 appropriation authority for this purchase is
budgeted in the supply accounts of various departments. As the
materials are drawn out of inventory, they will be expensed
against available FY 1992/93 appropriation authority.
Recommendation
It is recommended that the award of Bid #2429 be made to Kirk
Paper Company in the total amount of $53,131.25, plus applicable
tax, as the lowest and best bidder.
