This report recammends that the City Council adapt the attached
resolution authorizing the City Manager to submit an applicatian

funds.
BACKGROUND
Praposition 115, ~he Clean A~r and Transportation Improvement
Act, was approved by the voters af California in June, 1990.
Proposition 116 allocated $20 million to fund a program of
competitive grants ta local agencies for bicycZe improvement
projeats, with a total of $10.8 million available statewide in
this funding cycle. This will be the last y~ar that funds are
available from Proposition 116 for bicycle programs.
At ~he Ju1y 28, 1992 City Counciz meeting, the Cauncil directed
City staff to study the Draft Bicycle Master Plan in an
Environmental Impact Report (EIR}. In order to apply for the
grant funds, the City must identify a specific project which is

the 5ub]~Ct of the funding, Therefare, staff has selected the
C1ass II bicycle lane on Broadway from Lincoln ta 26th Street.
The proposed bicycle lane would ba added by restriping Braadway
to one through autamabile lane in each direction with a two-way
left turn ~ane (simi~ar to the restriping that recently occurred
on Main Street). The Broadway bicycle 7.ane was chosen ~ar this
grant because it connects the Special Office District with
Downtown Santa Monica and is a continuatinn of the Mid-City area
txaffic plan which restripes Braadway in a similar manner from
26th Street to Centinela.
Implementation of the Broadway proposal, even zf the grant is
awarded, is contingent upan the City Council certifying the
Bicycle Master Plan EIR and adapting a Plan that includes this
proposal. If Council does not adopt a Bicycle Master Plan that
includes the Braadway route the grant funds will be re-directed
to a project the Council daes approve, or the ~unds returned.

ava~.lable. whi.le regional and federal grant monies will still ba
a~ailable for bicycZe programs in the future, Proposition ~16
represents the largest pool of money for bicycle programs fram
the state.

BUDG~T~FINANCIAL IMPA~T
The recommendation presentad in this repart does have a budget
impact, in that, should the grant be awa~ded, the State wouid
contribute $75,585 towards implemen~ation of specific bicycle
circulation improvements. If the grant is awarded in full to the
City, $75,585 will be deposited into revenue account
~20-210-2b6-00000-0504-1OD00, to finance the new apprapriation at
Cap~tal Impzo~emant Pragram expenditure accaunt
#20-770-416-20093-8900-99217.
RECOMMENDATION
It is recommended that the City Council adapt the attaChed
resvlution authorizing the City Manager to submit an application
to the California Transportatian Commission for Proposition 116
Clean Air and Transportatian Improvement Act bicycie pro~ect
funds, and approve the revenue and expenditure budget changes
upon approval of the grant.

WHEREAS, Proposition 116, The Clean A~r and Transportation
Imprpv~m~nt Act, makes ava~lable $20 r~illion ta fund bicyc~e
impravement pro~ects for bicycle cammuters; and
WHEREAS, the City of Santa Monica desires to utilize these
funds for the addition of a C1ass II bicycle lane on Broac~way from
L~ncoln to 26th S~reet under the guidelines of the CZean Air and
Transportation Improvement Act if the Bicycle Master Plan and
E~vironmental Tmpact Report are adopted by the Council,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY aF SANTA MONICA
DOES HER~BY RE50LVE AS FOLL~0~7S :
SECTION 1. The City N!anager~ ox- his or her desiqnee~ is
authvr~zed to app~y for Clean Air and Transportation Impravement
Act funds in conformance with th~ guidelines se~.farth for the use
of the funds to add a Class II bicyc~e 3ane on Broadway from
Lincoln to 26th Street.

SECTION 2. The C~ty Manaqer~ or his or her designee, is
authori2ed to certify the City of Santa Monica's compiiance with
the screeni~g criteria to be e~igib~e for the Clean Air and
Transportation Improvement Act funds.
SECTI~N 3. The City Manager, or his or her designee, is
author~zed to be the City's autharized signatory.
SECTYON 4. No other capital funds previously programm~d,
planned, ar approved for bicyc~e projects wi11 be used for other
purposes.
SECTION 5. New development fees, taxes or exactions, or
permit fees have not and will not be included in the operating
budgets for this project.
SECTTON 6. No other state funding sources will be used to
complete this project if costs exceed those identified in the
approved application.
SECT~QN T. The City af Sar~.ta Monica has the f inancial and
institutional ability to accept the legal liabilities associated
with this project.
S~CTION 8. The City Clerk shall certify ta the adoptian of
this Resolution~ and thenceforth and thereafter the same sha~l he
in full force and effect.
