CARS:CNS:BS:JJ:safah4 NOV 1 :J 1992 council Meeting: November la, 1992 Santa Monica, California TO: Mayor and City Council FROM: City staff SUBJECT: Recommendation to Authorize city Manager to Submit Funding Applicatlon to California Department of Housing and Community Development for Supplemental Assistance for Facilities to Assist the Homeless ( SAFAH) INTRODUCTION This report requests authorization by City council to submit a funding application to the Callfornia Department of Housing and Community Development for funding through the Supplemental Assistance for Facilltles to Assist the Homeless (SAFAH) grant program. BACKGROUND The California Department of Housing and Community Development is requesting applications for Federal SAFAH funds that have been made available to states by the U.S. Department of Housing and Urban Development (HUD) . The purpose of this year's SAFAH competition is to test lntegrated approaches that involve partnerships among State and local governments and private non-profit organizations. Prlorlty will be given to programs that prevent the recurrence of homelessness among homeless families with children graduating from transitional hous ing by: 1) assisting such families in locating and securing permanent housing, and 2) providing case management services that establish 6-/) - 1 - N(il' . ".'! linkages with health care, supportive services, income assistance and long-term supportive services essential to these families' efforts to achieve the highest level of self-sufficiency possible after moving to permanent housing. Attached is a Resolut1on authoriz1ng the city Manager to submit a funding application to the California Department of Housing and Community Development in partnership with the CLARE Foundation, Ocean Park Commun1ty Center (OPCC) and st. Joseph Center. This grant application seeks funding for the maximum grant amount of $200,000 over a three-year period to support a collaborative program among the CLARE Foundation, OPCC, st. Joseph Center and the City. The grant funds will support a 1.0 F.T.E case manager at opec, a .5 F.T.E case manager at the CLARE Foundation and another .5 F.T.E. case manager at the st. Joseph Center. This program seeks to provide intensive case management to approximately 40-50 families with children (annually) entering into permanent housing through these three agencies. The Santa Monica Housing Authority ,,,,ill act as an additional partner in this program through their newly awarded Family Self-Sufficiency Program, a HUD-sponsored program providing 25 Section 8 vouchers and supportive services to participating families. The grant applicat10n 1S due to the California Department of Housing and Community Development no later than 5:00 p.m. on Monday, November 16, 1992. - 2 - BUDGET/FISCAL IMPACT There lS no budget or fiscal impact associated with this staff report. If the grant award is received, the necessary appropriations will be requested. RECOMMENDATION It is recommended that the City Council adopt the attached Resolution authorizing the City Manager to apply for SAFAH funding through the California Department of Housing and Community Development and execute any necessary documents. The city council hereby authorizes the City Manager to prepare and file a grant application for the maximum allowable grant of $200,000, or less if the application is partially funded, for a three-year period, including all understanding and assurances contained there1n. Section 2 . The City council further authorizes the city Manager to act 1n connect1on with the application, to provide additional informatlon as may be requlred, enter into a contract and any amendments thereto, and perform any and all responsibilities in relatlon to such a contract. section 3. The City of Santa Monica agrees to contract with the California Department of Houslng and Community Development to operate the funded program on its own behalf and/or supervise and monitor the funded program on behalf of the CLARE Foundation, Ocean Park CommunJ.ty Center and the st. Joseph Center and to enter agreements \-IJ.th each of these agencies as necessary to implement the program. Section 4. The city Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
