SR-6-D (47) . 6-IJ GS:SS:TD:sm:srswmap t',~ ; '~, "%1 council Meeting: December 8, 1992 Santa Monica, California TO: Mayor and City Council FROM: city staff SUBJECT: Resol ution to Formally Support the Los Angeles County Solid Waste Management Action Plan Addressing Refuse Disposal Capacity Needs on a Countywide Basis INTRODUCTION This report recommends that the city Council adopt the accompanying resolution to formally support the Los Angeles County Solid Waste Management Action Plan (Action Plan) adopted by the County Board of Supervisors and the Board of Directors of the Los Angeles county Sanitation Districts. The Action Plan, in part, addresses refuse disposal capacity needs on a countywide basis in the near and long term. BACKGROUND On July 28, 1992, the Santa Monica City Council formally passed a resolution adopting the city's Final Source Reduction and Recycling Element (SRRE) document which is submitted to the County and state in conformance with regUlations imposed by the California Integrated Waste Management Act of 1989 (AB 939). One week prior to this action on July 20, 1992, the Los Angeles County Solid Waste Management committee/Integrated Waste Management Task Force Plan Review Committee formally accepted Santa Monica's SRRE for inclusion into the countywide Integrated 6-() - 1 - ~--'~~ :) .;~.~i. Waste Management Plan (CIWMP) . The City's SRRE contains no specifics regarding the City's future disposal needs beyond generalized support for "efforts to expand existing landfills, the siting of new landfills, and/or the development of long haul disposal projects if these expansions or new projects can be shown to be environmentally sound and (in conformity with) applicable laws and regulations." As a condition of accepting Santa Monica's SRRE, the County Plan Review C01[m!i ttee required that the final SRRE include specific strategies for meeting the city's 15-year disposal capacity needs. The only two options available are formal export agreements with other out-of-county entities for landfill services, or support of this Los Angeles County Solid Waste Management Action Plan of April 5, 1988. There are no known long-term, out-of-county, export options available at this time. Although developed in 1988, the recommended Action Plan is considered to be generic enough in scope to adequately address long-range refuse disposal strategies for the Los Angeles County regional area. Staff has reviewed the Action Plan adopted by the Board of supervisors, and finds it in accord with, and responsive to the spirit and intent of the regulations imposed by AB 939 as they apply to regional short and long term landfill disposal capacity as well as to the specific disposal needs declared within the City of Santa Monica's individual plan. - 2 - . RECOMMENDATION It is recommended that the city Council formally adopt the attached resolution supporting the Los Angeles Solid Waste Management Action Plan, as adopted by the Board of Supervisors and the Board of Directors of Los Angeles county Sanitation Districts to address refuse disposal capacity needs on a countywide basis. B504(CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SUPPORTING THE LOS ANGELES COUNTY SOLID WASTE MANAGEMENT ACTION PLAN ADOPTED BY THE BOARD OF SUPERVISORS ON APRIL 5, 1988 WHEREAS, the California state Assembly passed AB 939 and related legislation to address various problems associated wi th the collection and disposal of solid waste including, but not limited to, the decreasing amount of landfill space in the state and environmental concerns related to the conservation and preservation of natural resources; and, WHEREAS, on July 28, 1992, a final public hearing was held in the santa Monica City council Chambers and the city's Final Source Reduction and Recycling Element (SRRE) document was formally adopted; and, WHEREAS, AB 939 stipulates that each jurisdiction must address specifics of long-term (IS-year) landfill refuse disposal capacity provision within its Source Reduction and Recycling Element submittal document; and, WHEREAS, the Board of Directors of the Los Angeles county Sanitation Districts has formulated the Los Angeles County Solid Waste Action Plan, which has been adopted by the County Board of supervisors, as a countywide cooperative means of addressing refuse disposal capacity, - 4 - , . NOW, THEREFORE, the city Council of the city of Santa Monica does resolve as follows: SECTION 1. The city Council supports the Los Angeles County Solid waste Management Action Plan adopted by the Board of Supervisors on April 5, 1988, and by the Board of Directors of the Los Angeles county sanitation Districts on May 25, 1988, as a means of addressing the City's long-term refuse disposal needs in compliance with AB 939. SECTION 2. The City clerk shall certify to the adoption of this ReSOlution, and thenceforth and thereafter the same shall be in full force and effect.
