OFFERS "STATE OF THE ART" AUTO SERVICE
On January 28, 1994 Santa Monica Mayox Judy Abdo and Chamber of
Commerce President Tom Pyne cut the ribban to open 5anta Monica's new
Jiffy Lube, thus marking several firsts. This Jiffy Lube is unique in
several respects. It's Santa Monica's first "stand alone" threa bay
drive-through auto service center dedicated exclusively to auto oil
changing and lubrication.
It's also the first Jiffy Lube designed ~argely by the residents af
its ~eighborhaod_ It was developed by Tom and Harold Burney after
many interviews with ~ocal resident groups like SPAN and Friends of
Sunset Park, city planners, and loca~ architectural professivna~s.
Early in the process a scale model was constructed to make the project
better understood. This model was presented at each meeting and
modified to reflect resident inpt~t. After six revisions the madel was
brought to its fi.nal form, representing what the majarity sai.d a Jiffy
Lube should lovk like. So, this is really Santa Moni.ca's Jiffy Lube.
This process did yield some interesting and unique results like the
anly Jiffy Lube that resembles a French Normandy farmhouse. This was
meant to soften the transition from tha cammercial development on Pico
Boulevard to the single-family residents on Cloverfield Boulevard.
It a~so has an eight faot wall at the alley with the alley-side
landscaped and the Jiffy Lube side blank.
The 30D gallan mop water clarifier and a 1,2D0 gallon driveway runoff
wat~r clarifier are also innovative firsts. They are designed to
demonstate that an auto service facil~ty can achieve a near-zero
impact on the environment while praviding an economically viable ail
recycling s~urce for the cammunity. The trash enclosure has four
walls, a roof, and a metal rollup door making it strict~y maximum
security. In addition to the architectural treatment, the local
res~den*s ca~r~ up ;~ith c~~8~ 3~ suggesticns that make Jiffy Lube r~ore
neighborhood-friendly, like no air too~s, no signs on the Cloverfie3d
side of the bui~ding and directional lighting in the alley.

JIFFY LUBE SERVICES
The Jiffy Lube a~ 2344 Pico ~aulevard, Santa MoniCa, offers the
motoring public an opportunity to have necessary routine, peraodic
preventive maintenance services performed prafessiona~ly and
conveniently. We do not perform diagnostic ar repair services so
we don't "dismantle" engines ar othEr components to get at broken,
worn, or malfunctianing parts. A secondary benefit of our serviee
is that we collect and praperly handle used automotive ~luids that
might otherwise become an environmental problem. Here are our
primary autamotive preven~ive maintenance services:
1. Engine Oil Change - This consists of draining
the motor oil from the crankcase, replacing
the oil fi~ter, lubrica~ing the chassis where
needed, and adding fluids where needed to ~he
power steering fluid reservoir, transmission,
brake t~uid reservoir, windshield washer
reservoir, and differential. It takes about
10 minutes.
2. Automatic Transmission

4. Aix Filtration System Service - This consists
of inspecting and changing as needed a variety

~akes only minutes and zs usua~ly done
concurrently with an engine oil ehange.
5 Windshield Wiper Replacement - This serv~ce is
self-exp~anatory.
All of Jiffy Lube's oils, filtexs, and services meet or excaed new
vehicle manufacturer's warranty requirements.

anyway. But there are some of us (myself included; T:h~s~
homes are right on ~he a~ley at ~he Pi.co end, virtually next
door to the Jiffy Lube. I far one wauld like my Sundays,
at least, free of commercial ~ntrusions.

AN 4RDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONTCA AMENDING MUNICIPAL
CODE SECTION 9.44.14.050 REGARDING
AUTOMOBILE REPAIR FACILITIES
WHEREAS, an applicatlon was filed ta amend Municipal Code
Section 9.04.14.050 to allow Sunday operation of certain automobile
ma~ntenanc~ services under specified conditions; and
WHEREAS, the Planning Commission held a public hearing on the
proposed a:mendr~ent an F~bruary 8, 1995 and made recommendations to
the City Council following the hearing; and
WHEREAS, the City Council held a public hearing on the
proposed am~ndment; and
~~IHEREAS, the City Council finds and declares that the
proposed amendment ls consisten~ ln principle with the gaals,
ob~ectives, policies, land uses, and programs specified in the
adopted Genera]. P1an, in that the amendment allows certain
automobile maintenance services to be performed on Sundays in a
manner consistent with Land Use and Circulation El~ment Objective

1.6 for Cammercial Corridars~ Wh1Ch states that the City shall
"accammodate co~~mercia~ uses which serve regional, cammunity, and
1oca1 needs ~•rhile respectinq the adjacent residential uses"; and
WHEREAS, the public health, safety, and gene~al welfare
require the adoption of the prapased amendment, in that the
amendment serves to conditionally allow a use which is consistent
with the General Plan for Commercial Corridors;
NObv, THEREFORE, THE CI~Y COUNCIL OF THE CITY OF SANTA
MON~CA DOES ORDAIN AS FOLLOWS:
SECTI4N ~. Section 9.04.14.050 of the Santa Monica Municipal
Code is amended to read as fallaws:
9.04.14.050 Automobile repair facilities.
The purpose of th~s section is to provide for the
mitigation of potential noise, fumes, litter, and parking
problems associated with automabile repair faci~ities.
The special conditions contaYned in this Section are
intended to ensure that automobile repair facilities
operate harmoniously and are compatible with adjacent and
surroundzng uses. In the ~nterest of protecting the
health, safety, and general w~lfare of the City and its
residents, spec3al condit~ons shall ba imposed on
automobile repair facilities, consistent with the goais,

objectives, and palYCies of the General Plan. The
following special conditians shall apply to automobile
repair facilities:
(a) Applicabiiity. Automobile repair facilities
may be permitted with the approval of a Conditional Use
Permit ~n those districts as provided in Subchapt~r
9.04.08. Each automabile repair facility, including one
which is part of and incorporated within an autam~bile
dealership, shall conform to the property development
standards of the district in which it is to be located,
with 5ection 9.04.i2.040 or 9.04.14.~5a, and with this
Section. Existing automobile repair faciliti~s shall be
subject to those provisions af this Section as are
hereafter spacifically described.
(b) Minimum Lot Size. The ~inimum lat size for
automobile repair facilities not associated with an
automobile dealership sha~l be 7,50o square feet for new
lots created by subdivisian or combination after the
adopt~on 4f th~s Chapter.
(c) Setbacks. An automabile repair facility shal~
comply with the setback requirements for the district in
which it is located.
(d) Paving. The site shall be entirely paved,
except for buildings and ~andscaping. Existing automobile
repair facilities that are currently not paved shal~
conform ~~~th this requirement within one year fram the

adoptian of this Chapter.
(e) Landscaping. A landscape area at least 2 feet

facility site not occupied by structures is landscaped.
In all ather respects, landscaping shall conform to the
requirements of Part 9.04.10.04. Existing automobile
repair facilities shall comply with this subsection
~aithin one year from the adoption of this Chapter.
(f) 5creeninq. If body repair work is performed by
the facillty, screening approved by the Architectural
Review Board shall be prav~ded so that vehicles awaiting
repair sha~l not be visible from surrounding properties
or pub~ic rights-of-~ay. Existing automobile repair
facilities shall comply with this subsection within one
year from ~he adoptaon date of this Chapter.
(g) Structures. Entrances to individual s~rvice bays
shall not face abutting residential parcels. All
structures shall be constructed ta achieve a minimum
Standard Transmission Coeff~cient (STC) sound rating of
45-50.
(h) Refuse. Refuse storage areas sha11 comply with
Section 9.fl4.10.02.150.
{i) Lightinq. All lighting shall camply with Section
9.04.10.02.270.

(~) Repair Activities. A~l repair activities and
operations shall be conducted entirely within an enclosed
buiiding. Outdoor hoists are prohibited. Existing
automob~le repair facilities shall camply with this
subsection within one year from the adoption date of this
Chapter.
(k) Enclosure. Automobile repair facilities
performing body and fender work or sim~lar
noise-generating activities shall be conducted in
fully-enclosed structures with wa~ls of concrete block or
similar materials and doors in maximum half open
position during operating hours. All paint~ng shall occur
withan a fully enclosed booth.
(1) Hours of operation. In all districts, except on
parcels which are more than 100 feet froYn a residential
district, na work shall be performed on automobiles
between the hours of 8:00 P.M. and 7:40 A.M., Monday
through Saturday, and no work sha~l be performed on

(m) Litter. The premises shall be kept in a neat and
orderly condition at all times and all improvements shall
b~ main~.ained in a condition of reasonable repair and
appearance. No used ar discarded automotive parts or
equipment or permanent~y disabled, junked ar wrecked
vehicles may be stored outside the main building.
(n) 3ound. Sound generated from the repair facility
shall comply with Section 9.04.10.02.310.
{o) Abandonment. Any legal nonconfarming automobile
repair facility that is closed continuausly for a periad
of at least six months shall be declared abandoned,
except when caused by an act o~ nature pro~ided
reconstruction of the building is commenced within one

year of the da~e the damage occurs and is d~ligently
completed,
(p) storaqe. An exteri~r parking area shall be used
far employee and customer parking only and not for the
repair or finishing work or lang term (over one week)
storage of vehicles. No vehic~es to be repaired shall be
parked or stared on any street or in any alley.
SECTI~N 2. Any provision of the Santa Mon~ca Municipal Code or
appendices theretQ, inconsistent with the pravisians of this
Ordinance, to the extent of such inconsist~ncies and no further,
are hereby repea~ed or modified to that extent necessary to effect
the provisions of this Ordinance.
SECTION 3. If any section, subsection, sentence, clause, or
phrase of this ordinance is for any reasan held to be invalid or
unconstitutional by a decisian of any court of any competent
~urisdiction, such decision shall nat affect the validity of the
remaining portions of this Ordlnance. The City Council hereby
declares ~hat it wou~d have passed this Ordinance, and each and
every section~ subsection, sentence, clause, or phrase not declared
invalid or uncanstitutional without regard to whether any portian
of the ~rdinance would be subsequently declared invalid ~r
uncanstitutianal.

SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The Czty Clerk shall
cause the same to be published once in the official newspaper
within 15 days after its adoption. This Ordinance shall be
effective 30 days from its adoption.
