Negotiate and Execute A Contract with the Santa Monica
Bay Restoration Project for Acceptance of a Grant in
the Amount of $22,065 for a Municipal storm Water/Urban
Runoff Pilot Project
INTRODUCTION
This report recommends the City Council authorize the City Manager
to negotiate and execute a contract with the Santa Monica Bay
Restoration proj ect for acceptance of a grant in the amount of
$22,065 for a Municipal storm water/Urban Runoff Pilot Project.
BACKGROUND
The Santa Monica Bay Restoration Project initiated a Request for
Proposals in October, 1994, for Municipal storm Water/Urban Runoff
pilot Projects. The purpose of these grant funds is to support
municipalities within the Santa Monica Bay watershed that wish to
develop innovative pilot projects demonstrating best management
practices for storm water/urban runoff pollution control.
DISCUSSION
The Environmental Programs Division of the Department of
Environmental and Public Works Management developed a grant
proposal in response to the Request for Proposals (RFP) . The primary
objective of the proposed program is to increase awareness among
Santa Monica residents and businesses of the problems related to
urban runoff. The program involves the development and distribution

of innovatively designed door hangers which describe the problems
associated with urban runoff and outline ways that local residents
and businesses can help alleviate them.
The door hangers will be distributed throughout the city by student
volunteers who have participated in an educational series on urban
runoff pollution presented at local junior high and high schools.
The volunteers will reinforce the message delivered by the door
hanger through presentations to residents, business groups and
other students.
The city of Santa Monica was awarded a grant in the amount of
$22,065 and will match those funds with in-kind services in the
amount of $14,510 for a total project amount of $36,575.
Implementation Plan:
The Urban Runoff Awareness Program will be a joint effort between
the City and the local non-profit group, Heal the Bay. Existing
Environmental Programs Division staff members will oversee the
implementation of the program. Heal the Bay will provide the
resources of its Speakers Bureau to present the educational series
at the schools. A part-time volunteer coordinator will be hired
for the duration of the project to coordinate the activities of the
student volunteers and assist with other areas of the program. The
volunteer coordinator will operate out of Heal the Bay's office in
Santa Monica.
The effectiveness of the program wi 11 be evaluated using public
opinion surveys to assess the awareness of city residents of urban

runoff issues both before and after the door hangers are
distributed. The surveys will be funded by Heal the Bay, who will
also use the data collected in the surveys to provide information
for some of their other related programs.
The program duration will be nine months, beginning JUly, 1995, and
continuing through March, 1996.

RECOMMENDATION
It is recommended that the city Council authorize the City Manager
to negotiate and execute a contract with the Santa Monica Bay
Restoration Project for acceptance of a grant in the amount of
$22,065, for the development of a Municipal Storm Water/Urban
Runoff Pilot Project.
