SUBJECT: Recommendation to Authorize the City Manager to Negotiate
and Execute a Professional Services Contract with
People's Housing Inc. for the Preparation of Bidding
Documents for Accessibility Improvements at Various City
Locations
INTRODUCTION
This report recommends that the City Council authorize the City
Manager to negotiate and execute a contract with the firm of
People's Housing Inc. for the preparation of design and
construction bidding documents for accessibility improvements to
various City locations in an amount not to exceed $100,000.
BACKGROUND
The City's ultimate goal in accessibility design is to meet Federal
Americans with Disabilities Act compliance requirements, focusing
on "program access" at all city facilities to the maximum extent
possible. To this end, the city, with the guidance and concurrence
of the Community Access Committee, developed a Transition Plan
which identifies barriers and establishes a barrier removal plan.
Since FY 92-93, funding has been used to 1mprove accessibility in
the more frequented areas of City Hall, the Main Library, the
Police station, the Civic Auditorium and the Pier. Work consisted
of installing lever hardware, creating wider doorways, constructing

appropriately sloped ramps, installing accessible drinking
fountains, and installing signage with braille. The cost of these
improvements was approximately $286,400. In addition, barriers at
other facilities such as Palisades Park and Lincoln Park have been
removed as a result of Capital Improvement Projects which include
full accessibility upgrades.
This current project combines funding for FY 93-94, 94-95, and 95-
96, in an effort to complete all "program access" requirements as
well as some additional access improvements at the following
facilities:
Fairview Library
city Hall
Beach Park Restrooms #1 and #4
Clover Park
Ken Edwards
Marine Park
Ocean Park Library
civic Auditorium
Improvements proposed with this professional services contract
include accessible restrooms, entryways, doorways, stairways,
ramps, handrails, drinking fountains, counter tops, signage,
assistive listening devices, and fire alarm systems. The estimated
total cost of these improvements is $635,000, excluding design.
Requests for statements of Qualifications were sent to 32 firms.
The city received six (6) replies which were scored by a committee
of four (4) City staff. Four (4) firms were interviewed by the
same committee resulting in the selection of People's Housing Inc.

This firm has been employed previously by the city for access
upgrades with good results. The firm supplied the city with three
(3) references and all references reported that the consultant's
work was satisfactory.
BUDGET/FINANCIAL ANALYSIS
Costs will be based on an hourly rate schedule with a total not to
exceed $100,000. Funds are available in the following accounts:

RECOMMENDATION
It is recommended that the city Council authorize the City Manager
