SUBJECT: Recommendation to Authorize the city Manager to Negotiate
and Execute a Professional Services Agreement for Roof
Design Services for the pier Carousel Building Roof and
the City Yards Transfer station
INTRODUCTION
This report recommends that the city Council authorize the city
Manager to negotiate and execute a Professional Services Agreement
with Pugh Scarpa Kodama Associates in the not to exceed amount of
$82,000 for roof design services for the pier Carousel building and
the City Yards transfer station.
BACKGROUND
During the FY 1994-95 budget process, the city Council approved
funding to design and construct necessary repairs to or replace the
Carousel building roof and install a new roof over the Transfer
station site at City Yards.
pier Carousel Buildinq Roof:
The roof of the Carousel building at the pier is currently in
need of repair. For the last several years, leaks and
condensation have resulted in damage to the hand-carved wood
carousel horses and to the roof support structure itself.
This scope of work is unrelated to any repairs associated with
earthquake damage. 6C

Roof Over Transfer Station Site:
The Transfer station is located at the City Yards, 2500
Michigan Avenue. Solid waste debris is unloaded at the
Transfer station site from City and private waste haulers.
The waste is compacted and loaded into transit trucks and then
hauled to an appropriate landfill. The state requires these
types of transfer station areas to be covered.
DISCUSSION:
Requests for Qualifications (RFQs) were sent to 21 firms. A
selection committee composed of three (3) people including the pier
Manager, the Solid Waste Operation Manager and the Engineering
Project Manager, interviewed and reviewed four (4) qualifying
firms. The selection committee concluded Pugh Scarpa Kodama
Associates is the most qualified and recommends their selection.
Pugh Scarpa Kodama Associates is a minority owned business and has
extensive experience with similar commercial projects. A member of
their architect team has also recently designed the City's electric
vehicle charging station to be installed near City Hall.
pier Carousel Buildinq Roof:
The Consultant will study alternate roof repair design
solutions to the Carousel building. This may include
installing additional ventilation to prevent condensation,
repairing or replacing the metal roof~ and repairing the
leaking skylights and adjacent roof areas. The Consultant
will prepare construction documents for bidding once a study

has been completed. Construction costs are estimated at
$90,000.
Roof Over Transfer Station:
The roof over the transfer station area will be a long span
structure which will prevent rain water from washing through
the trash. Function, aesthetics and environmental
considerations will be incorporated into the design. The
actual construction cost is estimated at $500,000. A loan to
the Refuse Fund from the General Fund to pay for this project
was included in the FY 1994-95 budget.
The transfer station roof proj ect will contribute to Santa Monica I s
sustainable City Program in various ways: contaminated storm water
entering the storm drains and ocean will be reduced; use of
recycled and/or recyclable construction materials will be
investigated~ drought tolerant landscaping will be installed; and
the use of photovoltaic solar panels to generate electrical power
will be considered. The city is exploring the potential for
Southern California Edison to assist in the funding of these solar
panels. Once installed, these solar panels would reduce the
electric bills at the city Yards by about five (5) percent.

RECOMMENDATION
It is recommended that the City Council:
1. Authorize the city Manager to negotiate and execute a
professional services agreement for roof design services for
the pier Carousel building roof and the city Yards transfer
station with Pugh Scarpa Kodama Associates, in the not to
exceed amount of $82,000.
2. Authorize the city Manager to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
