Backqround Currently, the City 1S 1mplementing a used oil block grant and a curbside collectlng oll recycling grant obtained previously from the California Integrated Waste Management Board. These grants augment the City's efforts in the collection and recycling of used oil, which is the most prevalent contaminant polluting Santa Monica Bay. The California Integrated Waste Management Board has funded over 100 programs throughout Southern California with similar block grant awards. These grants are available to jurisdictions on a yearly basis. ,-, A 1 t, 'V MAR 2 8 1995 ~ Discussion Many of the challenges facing Santa Monica in developing a successful used oil recycling program are shared by other Southern California jurisdictions. Yet, with all the interest in used motor oil recycling, there has been no forum available to jurisdictions for sharing information and experiences for purposes of adopting the most cost-effect1ve program strategies. In an effort to facilitate the exchange of ideas and to offer a comprehensive evaluation of regional efforts at used motor oil recycling, the city has submitted a proposal to the California Integrated Waste Management Board for the funding of a one-day conference/workshop on used motor oil recycling. This event will be held at Santa Monica's civic Auditorium and will provide opportunities for jurisdictions to share information about their individual programs and experiences. video viewing areas will be available as well as space for vendors and consultants to showcase their products and services. This one-day workshop will satisfy the needs of two distinct audiences. For jur1sdictions with no exper~ence at developing an oil collection program it will identify jurisdict10ns of similar size or demographics and provide an opportunity to learn from their program development efforts. Jurisdictions w1th existing programs will also benefit from the workshop format which allows two-way communication about successful existing programs. It is hoped that 2 ,- the forum wlll facilitate the formation of multi-jurisdictional partnerships to produce greater economies of scale. The application package must include an approved resolution from the applicant's governing body authorizing submittal of the grant application and identifying the individual authorized to execute all necessary applications, contracts, agreements, and amendments to carry out the objectives spec~fied in the application. Adoption of the attached resolution identifies the City Manager as the authorized representative and satisfies the requirement. Financial/Budqet Impact Upon approval of th~s grant, the following changes will be made in the FY 1994-95 budget: an appropriation of $22,479 in expenditure account number 20-700-695-00000-5607-00000 and a revenue budget increase of $22,479 in account number 20-500-662-00000-0344-10000, Used Oil Opportunity Grant. The budget amount of $22,479 includes auditorium rental, set-up costs, and conference organization and coordination, and other conference-related costs. 3 Recommendation staff requests that the City Council adopt the attached resolution authorizing the City Manager to submit and execute a Used Oil opportunity Grant application to the California Integrated Waste Management Board. The City Manager of the City of Santa Monica, or his designee, is hereby authorized and empowered to execute in the name of the City of Santa Monlca all necessary applications, contracts, agreements, and amendments hereto for the purpose of securing grant funds and to implement and carry out the purposes specified in the grant application. Section 2. The city Clerk shall certify to the adoption of this Resolutlon, and thenceforth and thereafter the same shall be ln full force and effect.
