Subject: Establishment of an Underground utility District on
Olympic Boulevard Eastbound Between Fourth street and
Lincoln Boulevard and Olympic Place South Between Fourth
Court and Fifth street.
INTRODUCTION
This report requests that the City Council, after public hearing,
adopt a resolution designating the area bounded by Olympic
Boulevard eastbound between Fourth Street and Lincoln Boulevard and
Olympic Place south between Fourth Court and Fifth Street an
underground utility district and ordering the underground
installation of all utilities.
BACKGROUND
In connection with the construction of the new Fourth street
eastbound on-ramp, Caltrans notified the City and the various
utility companies that the existing poles and overhead wires along
Olympic Boulevard Eastbound between Fourth street and Lincoln
Boulevard must be relocated so as not to conflict with the new
roadway alignments. Thus, consideration of utility undergrounding
has emerged.
The city and the state of California FUC have regulations providing
for the elimination of utility poles and overhead wires in various
situations as follows:

1. Undergrounding will avoid or eliminate an unusually heavy
concentration of overhead electric facilities;
2. The street or road right-of-way is extensively used by the
general public and carries a heavy volume of pedestrian or
vehicular traffic;
3. The street or road right-of-way passes through a civic area or
public recreation area or area of unusual scenic interest to
the general public.
This project satisfies these criteria.
There are presently four properties in the area of the proposed
district. Only one of these properties is not served by
underground utilities. The owner of this apartment building will
be required to pay for the cost of connecting the electrical
service from overhead to underground. There is a new owner who has
designed a new project for this site.
Estimated construction time for the project is 12 months and will
commence approximately May 1991.
BUdget/Financial Impact
The state Public utilities commission requires the various
utilities to allocate funds to cities to provide for undergrounding
utilities. The undergrounding of the proposed utilities will be
accomplished at no cost to the city.
RECOMMENDATIONS
It is recommended that the City council:

1. Open the public hearing;
2. Close the public hearing and acknowledge any protests; and
3. Adopt the attached resolution establishing the underground
district and ordering the underground installation.

The City council of the City of Santa Monica, by Resolution No. 8085
adopted September 25, 1990, initiated proceedings for the
establishment of an Underground utility District in an area along
Olympic Boulevard eastbound between Fourth street and Lincoln
Boulevard and Olympic Flace south between Fourth Court and Fifth
street.
On Tuesday, October 9,1990, at 7:30 p.m., in the Council Chambers
in the City Hall, 1685 Main street, Santa Monica, the city Council
will hold a pUblic hearing for the purpose of determining whether
the public necessity, health, safety, or welfare requires the above
described improvement.
All costs of installing the underground facilities within the
streets rights-of-way, and all costs of removing existing overhead
facilities from within said rights-of-way, will be borne by the
Southern California Edison Company.
You, as a property owner in the District, or your
representative(s), m.ay appear at the public hearing and speak
before the City council regarding the proposal.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA FINDING THE PUBLIC
NECESSITY, HEALTH, SAFETY, AND WELFARE
REQUIRES, WITHIN A CERTAIN DESIGNATED
AREA, THE UNDERGROUND INSTALLATION OF
WIRES AND FACILITIES SUPPLYING ELECTRIC
SERVICES, AND DESIGNATING SUCH CERTAIN
AREA AN UNDERGROUND UTILITY DISTRICT AND
ORDERING THE REMOVAL OF POLES, OVERHEAD
WIRES AND ASSOCIATED OVERHEAD STRUCTURES
WITHIN SUCH DISTRICT AND THE UNDERGROUND
INSTALLATION OF SUCH WIRES AND FACILITIES
WHEREAS, a pUblic hearing has been duly and regularly held
pursuant to Resolution No. 8085 (CCS), on the proposed 1mprovement
of Olympic Boulevard eastbound between Fourth Street and Lincoln
Boulevard and on Olympic Place South between Fourth Court and F1fth
Street by undergrounding utilities and appurtenant work thereto as
described in Resolution No. 8085 (CCS); and
WHEREAS, said improvement has been cons1dered fully,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONtCA
DOES RESOLVE AS FOLLOWS:
SECTION 1.
The City council hereby finds the public
necessity, health, safety, and welfare requires the above described
improvement in such designated area.
SECTION 2. The City Council hereby finds such undergrounding
1S in the general public interest for the following reasons:
A. Such undergrounding will elim1nate an unusually heavy
concentration of overhead distribution facilitles; and
B. The street or road or rights-Of-way adjoins or passes
through a civic area or public recreation or an area of unusual
scenic interest to the general public.
SECTION 3. The areas on Olympic Boulevard eastbound between
Fourth street and Lincoln Boulevard and on Olympic Place South
between Fourth Court and Fifth street is hereby declared to be an
underground utility as provided by the Santa Monica Municipal Code.
SECTION 4. The City Council hereby orders the removal of all
poles, overhead wires, and associated overhead structures from
within the designated underground utility district and the
underground installation therein of all wires and facilities
required for supplying electric service.
SECTION 5. Upon the effective date of this Resolution, the
City Clerk is directed to forthwith comply with the provisions of
Sect10n 7906 of the Santa Monica Municipal Code.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
