Recommendation to Negotiate and Execute a Professional
Services Contract with Resource Integration Systems
(RIS) for the Preparation of a Source Reduction and
Recycling Element
INTRODUCTION
This report requests that the City Council authorize the City
Manager to negotiate and execute a contract for the professional
services of Resource Integration Systems (RIS) for assistance in
the preparation of a Source Reduction and Recycling Element
required by Assembly Bill 939.
BACKGROUND
AB939, the ~California Integrated Waste Management Act of 1989,"
requires each city in the county to prepare, adopt, and implement
a Source Reduction and Recycling Element (SRRE). The SRRE must
identify how the city will divert through source reduction,
recycling, and composting 25 percent of solid waste from landfill
by 1995, and 50 percent or the maximum amount feasible by 2000

Each city's SRRE must be submitted to the county on or before July
1, 1991 for review and approval. The SRRE becomes part of the
Countywide Integrated Waste Management Plan (COIWMP) which is then
reviewed and approved or disapproved by the Integrated Waste
Management Board. The Board may grant a reduction or exemption
from the recycling goals for small cities and may grant a one year
time extension to jurisdictions not meeting the recycling goals
due to unforeseen adverse market conditions for recycled
materials. The Board may also impose administrative civil
penalties on the city or county of up to $10,000 per day for
failure to develop an adequate Element or Plan.
The specific requirements for the City's SRRE are too extensive to
be prepared by City staff alone. The proposed contract with RIS,
a highly regarded integrated waste management consulting firm
which last year prepared the City's composting feasibility study,
will help ensure that the City fully meets all of the State-
mandated plan requirements under AB939. Staff sent a Request for
Proposal to five consultants for assistance in the preparation of
a SRRE. The Department of General Services' AB939 Task Force
reveiwed the five proposals submitted by the consultants and
determined that RIS' proposal most closely matched the City's
needs. RIS most accurately defined the City's needs for assistance
in developing a SRRE which would satisfy the State's requirements
and bid a significantly lower price than several of the other
consultants.

DISCUSSION
AB939 and AB1820, which amended and supplemented AB939, require
the SRRE consist of the following ten components:
1. A waste characterization component which identifies the types
and quantities of waste generated, disposed of, and recovered in
the City. In April, 1990, prior to adoption of AB939, the City
accepted the results of a waste characterization study prepared by
Recovery Sciences, Inc. This study focused on the commercial
wastestream and yard waste generated by the residential
population. In order to fully comply with AB939 and to acquire
data which will be useful in the continued development of
residential recycling programs, RIS has proposed a limited field
refuse sort that will focus on the residential wastestream.
2. A source reduction element which evaluates and identifies rate
structures and fees to reduce the amount of wastes that the City
produces as well as other strategies which will reduce the use of
non recyclable materials, replace disposable materials with
reusable products, reduce packaging, and increase the efficiency
of the use of paper, cardboard, glass, metal, and other materials.
City staff will draft this component.
3. A campostinq component describing how the City will increase
m.~kets for composted materials and evaluate the feasibility of
procurement preferences for the purchase of composted products.
The yard waste characterization study prepared by RIS earlier this
year will be used to fulfill the requirements of AB939.

4. A funding component which identifies and specifically
describes projected costs, revenues, and revenue sources used to
implement all camponents of the SRaE. RIS will prepare this
component which will evaluate a range of funding mechanisms,
focusing on user fees.
5. A special waste component which identifies current and
proposed progr~m~ to ensure the proper handling, reuse, and
disposal of special wastes. Staff and RIS will focus on the
analysis of two types of special wastes generated in Santa Monica
which will be identified at a later date.
6. A facility capacity and siting component which will
accommodate the solid waste generated within the City for a 15
year period. Staff will prepare this component based on a needs
assessment of how much space will be required to implement
proposed waste recycling and disposal programs and what siting
options are available in the City.
7. A public education, information and promotion component. City
staff will prepare this component in conjunction with Fairbanks,
Bregman, Maullin, the consulting firm under contract to the City
for preparation of a solid waste public information campaign.
8. A recycling component which esti~Ates the contribution of
recycling to overall diversion goals, indicates what types of

waste are targeted, outlines steps for starting programs and
t~eframas, and details costs. City staff will prepare this
component.
9. A household hazardous wast. component. City staff will
prepare this component.
10. An integration and coordination component which will provide
an overview of how the City intends to reach the 25 and 50 percent
mandates as a result of the other SRRE components. RIS will
prepare this component as well as review all the other components
in order to coordinate and prepare the comprehensive plan
document.
BUDGET/FINANCIAL IMPACT
The cost for RIS' consulting services will not exceed $60,000.
The funds are available in Account Number 27-500-441-00000-5506-
00000.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager
to negotiate and execute an agreement with Resource Integration
Systems for preparation of a Source Reduction and Recycling
Element to comply with AB939.
