RESOLUTION SUPPORTING PROPOSITION 149
INTRODUCTION
This report requests the city council support Proposition 149,
the California Park, Recreation and Wildlife Enhancement Act of
1990, and adopt the attached resolution.
BACKGROUND
The California Parks
and Recreation Society,
the State
Legislators (author California State Assemblyman Acosta) and the
staff of the California Parks and Recreation Department have
worked diligently for the past two years in preparing proposition
149. There have been extensive public hearings to formulate the
proposition which will be on the November 6, 1990, state ballot.
This measure would provide $437 million dollars for the
acquisition, development, rehabilitation, or restoration of real
property for wildlife, park, beach, recreation, coastal, historic
& museum purposes, through the issuance of General Obligation
Bonds through the State Treasurerts Office. The attached chart
shows the amount allocated for the various projects.

FINANCIAL/BUDGETARY IMPACT
The city of Santa Monica would benefit directly from the passage
of Proposition 149 in the following ways:
1. Santa Monica would receive approximately $35,300 each year
for the next three years from the Roberti-Z'Berg-Harris
Formula for a total of $105,900.
2. Santa Monica would receive approximately $147,000 from a one
time grant. The City would have three years to request the
grant and spend the allocation.
3. There will be a $20 million fund set aside for allocation by
individual assembly districts. This will be a competitive
grant process with an emphasis on improving the quality of
urban life. The Santa Monica Mountain conservancy will also
receive $10 million for acquisition of additional green space
and development in the Santa Monica Mountains.
The passage of Proposition 149 would provide the City of Santa
Monica approximately $253,000 in additional funds for park
development over the next three years. The Recreation and Parks
Commission, at it I S regularly scheduled meeting of October 18,
1990, unanimously endorsed the passage of Proposition 149.
Should the Proposition pass, the funds will be budgeted in fiscal
year 1991/92.
RECOMMENDATION
The Recreation and Parks commission and City staff recommend the
City Council endorse the passage of proposition 149 on the

supporting Proposition 149.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA SUPPORTING THE CALIFORNIA PARK,
RECREATION, AND WILDLIFE ENHANCEMENT ACT OF 1990
WHEREAS, there ~s at present a critical need for
increased funding of local parks and other recreational
facili ties in order to accommodate the recreational needs of a
growing population; and
~'JHEREAS , Proposition 149 would authorize issuance of
$437 million in general obligation bonds to be used for the
development, rehabilitation, or restoration of state and local
parks, beaches, recreation areas, greenbelts, trails, museums,
zoos, and for wildlife enhancement, coasta: access and historic
preservation; and
WHEREAS, Proposition 149 would allocate $184 million for
local grants, includlng the Roberti-Z'be~g-Harris Urban Open
Space and Recreation Program and a per capita program; and
WHEREAS, Proposition 149 would guarantee that each
community would receive funds to i~prcve local park and
recreation facilities and wo~ld allow each ccm~unity to determine
how best to spend the funds
NoW, therefore, the City Council of the City of Santa
Monica does hereby resolve as follows:

The City Council of the City of Santa Monica does hereby
endorse Proposition 149 and urges its passage by the voters.
section 2:
The City Clerk shall certify to the adoption of this
Resolutionl and thenceforce and thereafter the same shall be in
full force and effect.
