Introduction
At its meeting on September 27, 1988, the city Council directed
the City Attorney to prepare an ordinance establishing a
preferential parking zone for the area bounded by 14th street,
wilshire Boulevard, 20th street and Santa Monica Boulevard. In
response to thlS ~on, the accompanying ordinance has been
prepared and is presented to the City council for its
consideration.
Discussion
The accompanying ordinance adds section 3238N to the Santa Monica
Municipal Code establishing Preferential Parking Zone N for the
area bounded by 14th Street, wilshire Boulevard, 20th Street and
Santa Monica Boulevard. parking in the zone by non-residents will
be limited to two hours between the hours of 9:00 a.m. to 9:00
p.m., Monday through Friday, and 3:00 p.m. to 9:00 p.m., Saturday
and Sunday, except by permit. All other provisions applicable to
preferential parking zones would apply.

An environmental impact report (EIR) was prepared in accordance
with the provisions of the california Environmental Quality Act.
Based upon this environmental impact report, the resolution
certifying the EIR, attached to this staff report, must be
adopted by the city Council.
staff I S original recommendation for the zone included the more
prohibitive parking restriction of No Parking. However, after
review of the information in the environmental impact report and
further discussions with residents, businesses and area churches,
it was decided limited non-resident parking should be allowed in
the proposed zone. This decision provides a compromise between
the desire of the residents for no parking for non-residents and
the desire of the businesses and churches which had requested no
restrictions at all. Staff believes allowing non-residents to
park for no more than two hours will address both the needs of
the residents (elimination of long term parkers) and the needs of
the businesses and churches (parking for their patrons).
Also at the September 27, 1988 meeting, council asked staff to
address a few other concerns.
The first concern was the installation of parking meters at
non-residential frontage. Staff reviewed this possibility and
determined that approximately 70 meters may be installed
throughout the zone, including the area around the Fire Station
at 19th and Arizona Avenue.
The second concern was the proper signage required to clarify
permit parking from non-permit parking. This concern is

simplified by the installation of meters at all non-residential
parking spaces. For the streets having both non-residential and
permit parking, a solution would be to separate them onto
opposing sides of the street. Fifteenth street could be permit
parking on the east and meters on the west. sixteenth Street
could be permit parking on the west and meters on the east. The
preferential permit would not apply to metered zones.
A third concern was the alteration of parking in the zone to
allow additional parking. Diagonal parking was investigated.
Fourteenth and 17th Streets are collectors and therefore were not
considered. Fifteenth,
16th,
18th,
and 19th streets were
evaluated. Staff determined the installation of diagonal parking
would not result in a significant increase in parking spaces due
to the limiting factors of road width, the number of driveways,
and the angle at which the spaces would be installed.
Recommendation
It is recommended that city Council:
1. Adopt the resolution certifying the environmental impact
report; and
2. Accept the accompanying ordinance for introduction and first
reading.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT ON THE PROPOSED PREFERENTIAL PARKING
ZONE BOUNDED BY 20TH STREET, WILSHIRE BOULEVARD,
14TH STREET, AND SANTA MONICA BOULEVARD, BUT NOT
INCLUDING 20TH STREET
WHEREAS, a Notice of Preparation of an Environmental Impact
Report was issued in February, 1989: and
WHEREAS, a Notice of Completion of a Draft Environm.ental
Impact Report was published in June, 1989, in compliance with the
California Environmental Quality Act and the City of Santa Monica
CEQA Guidelines; and
WHEREAS, in November, 1989, the Final Environmental Impact
Report was published; and
WHEREAS, on September 25, 1990, the City council, as Lead
city Agency, reviewed the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered
the Final
Environmental
Impact Report
on
the
proposed
Preferential Parking Zone bounded by 20th Street, Wilshire
Boulevard, 14th Street, and Santa Monica Boulevard {but not
inclUding 20th street prior to acting on the project.

SECTION 2. The city council finds that the Final
Environmental Impact Report adequately reviews and analyzes
potential environmental effects of the proposed project.
SECTION 3. consistent with Article VI, Section 12 of the
City CEQA Guidelines and section 15091 of the state CEQA
Guidelines, the City council finds that there are no reasonable
and available alternatives to the project that would
significantly and substantially reduce the impact on the
environment which would accomplish the project objectives, and
would be consistent with the land use goals of the City as set
forth in the standards of the Zoning Ordinance and General Plan.
While the proj ect is anticipated to result in one significant
adverse impact to parking facilities, appropriate mitigations
recommended in the Environmental Impact Report will reduce these
impacts to a level of insignificance. The project is not
expected to result in any further significant adverse effects.
The mitigation measures include restriping 15th and 16th streets
within the project zone, providing sufficient off street parking,
and ensuring continued compliance by Santa Monica Hospital
Medical Center with its Traffic Management Plan. These measures
will significantly avoid or reduce the potential impact on
parking facilities and, therefore, the City Council finds that,
as substantially mitigated, the potential lmpact on circulation
is acceptable.
SECTION 4. Pursuant to Public Resources Code Section
21081.6, the mitigation measures required by this Resolution
shall be monitored by the City to ensure project compliance. The

monitoring program shall include the filing of annual reports to
the City Council and the designation by the City of staff, whose
principal function shall be to implement the mitigation measures.
SECTION 5.
The
City council
certifies
tha t the
environmental review for the project was conducted in full
compliance with state and City CEQA Guidelines, that there was
adequate public review of the Draft Environmental Impact Report,
that the City Council has considered all comments on the Draft
Environmental Impact Report and responses to comments, that the
Final Environmental Impact Report adequately discusses all
significant environmental issues, and that the City Council has
considered the contents of the Final Environmental Impact Report
in its decision-making process.
SECTION 6. The City Clerk shall certlfy to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

WHEREAS, the petition has been verified to be signed by
residents living in two-thirds of the dwelling units comprising
not less than fifty percent (50%) of the developed frontage of
the proposed preferential parking zone; and
WHEREAS, the Parking and Traffic Englneer has undertaken
such studies and surveys deemed necessary to determine whether a
preferential parking zone should be designated in said area; and
WHEREAS, the City Council is satisfied that the proposed
area meets the designation criteria set forth in Municipal Code
Section 3232A,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES ORDAIN AS FOLLOWS:

(a) The following named and
described streets within the City shall
constitute Preferential parking Zone N:
14th street, 15th Street, 16th street,
17th street, 18th street, and 19th street
between Wilshire Boulevard and Santa
Monica Boulevard.
(b) No vehicle shall be parked or
stopped adjacent to any curb in
Preferential Parking Zone N for longer
than two hours without a permit issued and
displayed in accordance with this Chapter
during the following hours:
( 1) 9 : 00 a. m. to 9 : 00 p . m.
on Mondays through Fridays.
(2) 3:00 p.m. and 9:00 p.m.
on Saturdays and Sundays.
(c) Any vehicle parked or stopped
for longer than two hours without a permit
when required by this section may be
removed from the street by any police
officer.
(d) The annual fee for each permit
issued for Preferential Parking Zone N

shall be $15.00 per permit, or such other
fee as may be established from time to
time by resolution of the City Council.
SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions of
this Ordinance, to the extent of such inconsistencies and no
further, are hereby repealed or modified to that extent necessary
to affect the provisions of this Ordinance.
SECTION 3. If any section, subsection, sentence, clause,
or phrase of this Ordinance is for any reason held to be invalid
or unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The City Council hereby
declares that it would have passed this Ordinance, and each and
every section, subsection, sentence, clause, or phrase not
declared invalid or unconstitutional without regard to whether
any portion of the Ordinance would be subsequently declared
invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The City Clerk shall
cause the same to be published once in the official newspaper

effective after 30 days from its adoption.
