SR-6-I (57) 3t'r- 062.--0f-OZ. 6-i SS:DB:BZ:bat(CC1223) 09/25/90 #5 oel 9 1990 Council Meeting: Santa Monica, California To: Mayor and City council From: city staff Subject: Recommendation to Award a Construction Contract for Modifications to the civic AUditorium Parking Lot Entrance and for New Equipment INTRODUCTION This report requests that the city council award a construction contract for modification of and new equipment for the Civic AUditorium Parking Lot to Martec Controls Systems corporation, the lowest responsible bidder, in the amount of $131,893.00. BACKGROUND The current parking lot access control and revenue equipment at the Civic Auditorium is aging and requires frequent major repairs. The new equipment consists of a revenue control system which includes ticket dispensers, ticket readers, cashier monitors, computer controlled cash drawers, fee display, receipt printer, lane controller computers, etc. , and an access control system including card readers, gates, phone intercoms, main control station, exit traps and warning signs. MOdification to the parking lot include the removal of the existing concrete island at the entrance to the parking lot off Fourth street to provide two in-lanes. The addition of the second in-lane will eliminate, or substantially decrease, traffic backing up into Fourth Street and interfering with the flow of traffic on that 6 , "1 ... - 1 - Del 9 199a street. In addition, the City Employee Parking lot equipment, consisting of a card reader and parking gate will be replaced at the same time. A Notice Inviting Bids was published August 31 and september 1, 1990 in the Outlook and in four construction journals. Bidding documents were also forwarded to seven DBE contracting associations. Bidding packages were issued to six contractors. Bids were opened and read publicly by the Deputy city Clerk on September 14, 1990. Four bids were received as follows: Martec Controls Systems Corporation $131,893.00 Excel Paving Company $138,569.00 Ryco Construction, Inc. $167,761.00 Moment Construction Co., Inc. $184,000.00 city Engineer'S Estimate $155,870.00 city staff checked the references for Martec Controls Systems corporation, the low bidder, and found that they have satisfactorily completed similar projects for other cities in the past. BUDGET/FINANCIAL IMPACT Funds Required Contract - AUditorium $124,593.00 City Employee Lot 7,300.00 contingencies - Auditorium 24,600.00 City Employee Lot 1,400.00 Total $157,893.00 - 2 - Funds are available in CIP Account No. 32-740-621-27290-8911-99182 in the amount of $77,571.00. Funds in the amount of $71,622.00 must be appropriated from the civic Center Reserves to CIP Account No. 32-740-621-27290-8911-99182 to fund the remainder of the Auditorium's share of the project cost. Funds are available in CIP Account No. 01-770-415-20091-8900-99989 in the amount of $8,700.00 to fund the General Fund portion of the cost. RECOMMENDATIONS It is recommended that the City Council: 1. Award a construction contract to the low bidder, Martec Controls Systems Corporation, in the amount of $131,893.00; 2. Appropriate funds in the amount of $71,571.00 from the civic Center Reserves to CIP Account No. 32-740-621-27290-8911-99182; and 3. Authorize the City Engineer to issue any necessary change orders and complete additional work in conformance with the Administrative Instructions on Change Orders. Prepared by: Stanley E.
