Resurfacing the Asphalt Concrete Pavement at the
Transportation Department.
INTRODUCTION
This report requests that the city Council award a construction
contract for resurfacing the asphalt concrete pavement at the
Transportation Department Yards to Shawnan Corporation, the lowest
responsible bidder, in the amount of $46,440.00.
BACKGROUND
The City Council has approved funds for various Transportation Yard
improvements as a part of the city's Capital Improvement program.
The contract work covers:
l. Replacement of badly deteriorated pavement at various
locations throughout the yard;
2. Slurry coating a protective sealant over the entire yard to
help prevent further deterioration of paved areas; and
3. Restriping and marking parking stalls and bus numbers as
resurfacing of each area is completed.

This project is a necessary preventative maintenance step which
prolongs the life of the existing pavement and repairs damaged
areas that are becoming a safety hazard.
A Notice Inviting Bids was published July 23 and 24, 1990 in the
Evening Outlook and in four construction journals. Bidding
documents were also forwarded to ten DBE contracting associations.
Bidding packages were requested by seven contractors.
Six bids were received on August 22, 1990, by the Deputy city
Clerk. The bids are as follows:

Sully Miller contracting Co. 52,360.00
Mission Paving & Sealing 53,853.50
Payne Engineering, Inc. 54,759.40
Vernon Paving Co. 57,730.00
Excel Paving Company 59,540.10
City Engineer's Estimate $ 50,000.00
Staff checked all references submitted by Shawnan corporation.
Parties interviewed were generally satisfied with the quality of
work performed by Shawnan Corporation.

Total $ 53,400.00

RECOMMENDATIONS
It is recommended that the city Council:
1- Award a construction contract to the low bidder, Shawnan
Corporation, in the amount of $46,440.00; and
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work in conformance with the
Administrative Instructions on Change Orders.
