SR-6-C (58) . {; ~ .. ~c. . --. ;~Oj/- &<!? 6 [!i:1 "j , JFK: HA: rv Santa Monica, California (agenda30) Council Meeting: October 30, 1990 TO: Mayor and City Council FROM: City staff SUBJECT: Recommendation to Adopt Resolution Authorizing staff to Apply for state Grant Funds Under the Youth centers/Youth Shelters Bond Act of 1988 for Construction of a Police Activities League Youth Facility INTRODUCTION This staff report recommends that the city council adopt the attached resolution confirming application for a grant to construct a youth center, and authorize expenditure of $30,000 for purchase of office equipment and expansion of the Memorial Park parking lot. BACKGROUND In March 1990, a joint PAL/City application was submitted to the Department of the Youth Authority requesting funding in the amount of $795,695 to construct a multi-service youth center. The center was to be located in Memorial Park and operated by the Police Activities League (PAL) for use by the community1s youth ages six to seventeen years and at-risk children. At that time, the City Council certified by resolution the approval of application for funds. 6-c- - 1 - OC' ;~I'l ~ . . On August 9th, 1990, the City received notice that the joint venture grant application had been accepted for funding. In order to complete the contract with the state, the Department of the Youth Authority has requested the City approve a resolution which includes assurance that $30,000 in hard cost matching funds for construction and office equipment be committed. The previous resolution stipulated that the city as co-applicant would contribute a hard or soft match. As stated in the application, the hard match includes $25,000 for the purchase of office equipment and $5,000 for the expansion of the parking lot at Memorial Park. The soft match includes $630,000 set as the value of the City-owned park property, $34,231 for project management services provided by City staff and $5,000 for the processing and waiving of related City fees and permits. BUDGET/FINANCIAL IMPACT with approval of this grant, the City needs to: -- Increase the revenue budget by $795,695 at Account Number 20-300-304-00000-0472-10000 to recognize receipt of grant funds. -- Appropriate in the Capital Improvement Budget $795,695 at Account Number 20-740-304-20091-8900-99800 to record construction and related costs. - 2 - . -- Appropriate from General Fund reserves to the PAL Community Center Match CIP Account Number 01-740-304-2009l-g900-99800 to record the required city hard match for equipment and parking lot expansion, respectively. RESOLUTION NUMBER 8124(CCS) (City council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING APPLICATION FOR STATE GRANT FUNDS ADMINISTERED BY THE STATE DEPEARTMENT OF THE YOUTH AUTHORITY PURSUANT TO THE 1988 COUNTY CORRECTIONAL FACILITY CAPITAL EXPENDITURE AND YOUTH FACILITY BOND FUND AND YOUTH CENTER AND YOUTH SHELTER BOND ACT OF 1988. WHEREAS, the Legislature of the State of California has enacted the 1988 County Correctional Facility Capital Expenditure and Youth Facility Bond Fund and Youth center and Youth Shelter Bond Act of 1988 which provides funds to approved private nonprofit agencies, joint ventures and public agencies for acquiring, renovating, constructing or purchas ing equipment for youth centers and youth shelters~ and WHEREAS, the Director of the Department of the Youth Authority has been authorized to request that monies from the 1988 County Correctional Facility Capital Expenditure and Youth Facility Bond Fund be available to approved private nonprofit agencies, j oint ventures and public agencies upon appropriation by the Legislature~ and, WHEREAS, the State Department of the Youth Authority has been delegated responsibility for the administration of the Youth Center and Youth Shelter Bond Act of 1988, setting up the necessary procedures to evaluate all application proposals submitted by private nonprofit agencies, joint ventures and - 1 - . . public agencies as allowed by the provisions of the Youth Center and Youth Shelter Bond Act of 1988; and, WHEREAS, said procedures established by the State Department of the youth Authority require the applicant to certify by resolution the approval of applications prior to submission of said applications to the state; and, WHEREAS, said applications contain a certification that the applicant will comply with all federal, state, and local environmental, public health, relocation, affirmative action requirements, codes, laws and regulations prior to the expenditure of allocated funds; and, WHEREAS, each applicant assures that all labor, materials, tools, transportation, permits, equipment taxes, insurance and services necessary to complete the project In accordance with the project proposal shall be provided; and, WHEREAS, each applicant assures that all provisions specified by Welfare and Institutions COde, Division 2.5, Chapter 2, section 2012 shall be complied within accordance with the project proposal; and, WHEREAS, each applicant assures that a certified copy of any agreement for funds from the Youth Center and Youth Shelter Bond Act of 1988 shall be incorporated and made part of any real estate transaction engaged in to acquire property in accordance with the project proposal; and, - 2 - . WHEREAS, the project appplied for must be of a high priority and satisfy the needs of youth per the provisions welfare and Institutions Code Section 2000 et seg; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City of Santa Monica approves the filing of an application for funding under the provisions of the 1988 County Correctional Facility Capital Expenditure and Youth Facility Bond Fund and Youth Center and Youth Shelter Bond Act of 1988; and, SECTION 2. The city of Santa Monica certifies that said agency understands the general provisions of the agreement, and SECTION 3. The city of Santa Monica certifies that said agency has or will have sufficient funds to complete the project funded; and, . SECTION 4. The city of Santa Monica certifies that said agency has or will have available, prior to commencement of any work on the funded project, the required match; and, SECTION 5. The city of Santa Monica certifies that the funded project conforms to any applicable city or county general plan; and, SECTION 6. The City of Santa Monica authorizes the city Manager or an authorized designee to conduct all negotiations; submit all documents and sign all applications for funds, contractural agreements, amendments, payment requests, and so on - 3 - . . . . that may be necessary for completion of the aforementioned project.
