SR-6-D (44) . , /cC-OC2r- 6--r; , SEP (: 0 1990 GS:SS:RF:fb(stflactc) Santa Monica, California Council Meeting, September 25, 1990 To: Mayor and city council From: city Staff Subject: Resolution Acknowledging Designation of Los Angeles County Transportation Commission as the congestion Management Agency for Los Angeles County Introduction This report requests that the City Council approve the attached resolution acknowledging the designation of the Los Angeles County Transportation Commission as the Congestion Management Agency for Los Angeles County. Background In June 1990, California voters passed Proposition 111 increasing fuel taxes. This will provide an additional $ 18.5 billion in funds over the next ten years for the construction of transportation improvements. Subsequently, the California Legislature enacted legislation requiring a Congestion Management program (eMP) in every county that has an urbanized area. That program includes the designation of a congestion Management Agency (CMA) in each such county, by action of the Board of Supervisors and the city Councils of the cities representing a majority of the population in the incorporated areas of the County. The purpose of the Congestion Management Agency is to develop and adopt a regional Congestion Management Program and to monitor 6-lJ - 1 - ;:,tP .i 0 1990 . l * compliance with the CMP on an annual basis. The program, which is to be prepared in consultation with, and with the cooperation of, local governments and regional transportation agencies, is required to contain traffic levels of service~ standards for public transit frequency and routing; trip reduction and traffic demand management; a program to analyze land use decisions~ and a seven year regional capital improvement program. At its meeting of July 25, 1990, the Los Angeles County Transportation Commission (LACTC) acted to designate itself as the CMA for Los Angeles County. The LACTC has requested each city in the County to adopt a resolution acknowledging that designation. Staff has reviewed the LACTC request and has found it to be in order. BUdget/Financial Impact There is no budget or fiscal impact as a result of the adoption of the attached resolution. Recommendation It is recommended that the City Council adopt the attached resolution acknowledging the designation of the Los Angeles County Transportation Commission as the Congestion Management Agency for Los Angeles county. RESOLUTION NUMBER 8086 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ACKNOWLEDGING THE DESIGNATION OF THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AS THE CONGESTION MANAGEMENT AGENCY FOR THE COUNTY OF LOS ANGELES WHEREAS, Government Code Section 65089 requires the development of a Congestion Management Program in the County of Los Angeles~ and, WHEREAS, the Los Angeles County Transportation Commission is the appropriate agency in the County of Los Angeles to be designated as the Congestion Management Agency under the provisions of Government Code Section 65089~ and, WHEREAS, the Los Angeles County Transportation Commission by action taken on July 25, 1990 has supported its designation as the congestion Management Agency, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: Section 1. The City Council of the city of santa Monica does hereby acknowledge the designation of the Los Angeles county Transportation Commission as the Congestion Management Agency for the County of Los Angeles. Section 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
